Abstract
The platform's activities were guided by the approved Year 2 work plan, which outlined key objectives and deliverables. Technical assistance was provided to the Mission and implementing partners (IPs) in the design and review of Development Objective 1 (DO1) and DO2 activity MEL Plans. The platform also designed and piloted new tools for data quality assessments (DQAs) and conducted DQAs of indicators reported in the annual Performance Plan and Report (PPR). Additionally, the platform prepared for three performance evaluations, estimating resource needs, recruiting team members, and drafting inception reports. The MEL Platform conducted three mid-term performance evaluations of key activities, including the READ activity, which supports improved reading outcomes in primary education; the CLIMA Project, which supports strengthened planning and preparedness to address global climate change; and the Criminal Justice Strengthening Project, which supports improved prevention and prosecution of crime and violence. The platform also assisted DO teams in drafting evaluation questions for evaluation statements of work and designed a Quarterly Data Registry (QDR) in Excel to capture and visualize Mission performance indicator data reported by IPs. The platform assisted the Mission in implementing the indicator data base (QDR) and using it for project and activity reviews. Additionally, the platform assisted USAID in reviewing the Mission Performance Management Plan (PMP) and supported the Caribbean Development Program (CDP) in conducting background assessments and analysis for the design of a Project Appraisal Document (PAD) on marine biodiversity and conservation. The platform also supported the Mission in preparing for a new cycle of Country Development Cooperation Strategy (CDCS) analysis and design by conducting a desk review of development challenges in the border region with Haiti. Throughout Year 2, the MEL Platform supported the Mission and IPs to develop, modify, and finalize MEL Plans. The platform reviewed all Project and Activity MEL Plans and indicators to align them with the QDR and PPR format. Specific support was provided to Poverty Action Lab (J-PAL), UNDP, Participación Ciudadana, and Christian Aid in refining their MEL Plans and performance indicators. The MEL Platform's activities during Year 2 contributed to the strengthening of evaluation, performance monitoring, and collaborative learning in the Dominican Republic. The platform's technical assistance and support helped to improve the quality of MEL Plans, data quality assessments, and performance evaluations, ultimately contributing to more effective program implementation and better outcomes for the people of the Dominican Republic. The platform's Quarterly Data Registry (QDR) was a key tool in capturing and visualizing Mission performance indicator data reported by IPs. The QDR was used for project and activity reviews, and it helped to ensure that data was accurate, reliable, and consistent. The platform's support for the Mission in implementing the QDR and using it for project and activity reviews was an important contribution to the platform's overall goals and objectives. The MEL Platform's work during Year 2 was guided by the approved Year 2 work plan, which outlined key objectives and deliverables.
