The USAID/Dominican Republic Monitoring, Evaluation, and Learning Platform supported the development and review of Monitoring, Evaluation, and Learning (MEL) plans for various projects and activities during the third quarter of the activity performance period.

Abstract
The MEL Platform worked with the Mission and implementing partners to develop, modify, and finalize MEL plans, with a focus on aligning them with the Quarterly Data Registry (QDR) and Performance Progress Report (PPR) format. The MEL Platform also supported the implementation of the QDR, which is a consolidated registry for all projects and an individualized registry for each project/activity. The team reviewed new indicators for water, sanitation, and hygiene (WASH) and gender, and selected those that will be used for a Data Quality Assessment (DQA) during the next quarter. The MEL Platform assisted the program office in producing a final version of the QDR, which includes a consolidated registry for all projects and an individualized registry for each project/activity. In addition, the MEL Platform provided support to Agreement Officers' Representatives (AORs) and Contracting Officers' Representatives (CORs) to review the quality and content of the QDR. The team conducted one-to-one meetings and reviewed the indicators of each project/activity to ensure they align with the Performance Management Plan (PMP) and PPR. The development of the dashboard will be completed once the QDR is regularly and consistently used by AORs/CORs. The dashboard is envisioned to be complementary to sessions of data analysis, interpretation, and decision-making processes. The MEL Platform plans to make a presentation of the dashboard in the fourth quarter. The MEL Platform team also assisted the Mission to complete required DQAs in compliance with Automated Directives System (ADS) requirements. The indicators were selected by the Program Office, mainly to include new ones, such as WASH and gender, and those that had not had a DQA during the previous fiscal year. The DQAs implemented were for the Criminal Justice Strengthening Project (CJSP) activities implemented by Chemonics and Participación Ciudadana, and the Alerta Joven activity. The MEL Platform continued to support the Participación Ciudadana AOR in reviewing the activity's MEL Plan and adjusting indicators for the Global Climate Change (GCC) component that was added to the PC Cooperative Agreement. The team also assisted Christian Aid in refining the performance indicator reference sheets (PIRS) for the activity MEL plan. The MEL Platform's support to the Mission and implementing partners during the third quarter focused on developing and reviewing MEL plans, implementing the QDR, and conducting DQAs. The team's efforts aimed to ensure that the QDR is regularly and consistently used by AORs/CORs, and that the dashboard is developed to support data analysis, interpretation, and decision-making processes.
