Abstract
The project's scope covers the whole of Jordan, with all water entities eligible to receive Fixed Amount Reimbursement Agreement (FARA) funds based on their eligibility and financial capabilities. The project's work plan is structured into two components: Component 1: "Technical Assistance for Non-Revenue Water (NRW) Construction Works" and Component 2: "Water Utilities Administration Assistance". Component 1 provides technical support to Jordan's water entities, subdivided into three interventions: FARA Management and Construction Supervision, NRW Reduction Technical Assistance, and Engineering, Tendering, and Contracting Support. Component 2 supports water utilities in Capacity Building and Development, subdivided into five interventions: Support Water Entities in the Implementation of the Non-Revenue Water Master Plan, Support JVA to Establish an NRW Unit, Support Water Utilities in the Update of GIS, Improve Project Lifetime Financial Planning, and Overall Utility Performance Management Support. The project's objectives are to improve the efficiency and effectiveness of water utilities in Jordan, reduce non-revenue water, and enhance the capacity of water entities to manage and operate their systems. The project's expected outcomes include improved water supply, improved water quality, and enhanced water management practices. The project's work plan is structured to achieve the following specific objectives: * Improve the efficiency and effectiveness of water utilities in Jordan * Reduce non-revenue water * Enhance the capacity of water entities to manage and operate their systems * Improve water supply * Improve water quality * Enhance water management practices The project's implementation is expected to be completed by January 1, 2023, with two one-year options. The project's budget is allocated to the following components: * Component 1: Technical Assistance for NRW Construction Works * Component 2: Water Utilities Administration Assistance * Cross-cutting sections: Gender Mainstreaming, Social Inclusion, and Communication and Outreach The project's monitoring and evaluation plan is designed to track progress, identify challenges, and identify areas for improvement. The project's evaluation will be conducted through regular meetings, site visits, and surveys to assess the project's impact and effectiveness.
