Abstract
Building on existing evidence and experience implementing global health programs and interventions, MOMENTUM helps foster new ideas, partnerships, and approaches and strengthen the resiliency of health systems. The need for a new organizational capacity framework arises from the limitations of existing frameworks in addressing the complex challenges of global health programs. Current frameworks often focus on specific aspects of organizational capacity, such as leadership or management, without considering the interconnected nature of these components. The MOMENTUM Knowledge Accelerator aims to address this gap by developing an enhanced framework that takes into account the diverse needs and contexts of global health programs. The enhanced organizational capacity framework is designed to be adaptable to diverse partners and contexts. It consists of five capacity areas: leadership and governance, management and operations, human resources, partnerships and collaboration, and learning and adaptation. Each capacity area is composed of multiple indicators that assess the level of organizational capacity in that area. The framework is intended to be used in conjunction with data collection and analysis activities to inform program design and implementation. It can also be used to identify areas for improvement and to develop targeted interventions to strengthen organizational capacity. The framework is designed to be iterative, with ongoing learning and adaptation to ensure that it remains relevant and effective in addressing the complex challenges of global health programs. The enhanced framework has been developed through a collaborative process involving stakeholders from various sectors and countries. It has been informed by existing frameworks and tools, as well as by the experiences and insights of global health program implementers and managers. The framework is designed to be flexible and adaptable, allowing it to be applied in a variety of contexts and settings. The MOMENTUM Knowledge Accelerator has developed a range of resources to support the use of the enhanced framework, including a user guide, a data collection and analysis tool, and a set of illustrative indicators. These resources are designed to facilitate the implementation of the framework and to support ongoing learning and adaptation. The enhanced framework has the potential to contribute to improved health outcomes and more effective global health programs. By providing a comprehensive and adaptable framework for assessing and strengthening organizational capacity, it can help to address the complex challenges of global health and to support the achievement of the Sustainable Development Goals. The framework's five capacity areas are designed to be interconnected and mutually reinforcing. Leadership and governance, for example, are critical to the development of effective management and operations systems, which in turn are essential for the effective use of human resources and partnerships. The framework's indicators are designed to assess the level of organizational capacity in each of these areas, and to identify areas for improvement and targeted interventions. The MOMENTUM Knowledge Accelerator has conducted a range of activities to support the development and implementation of the enhanced framework, including interviews with stakeholders, reviews of existing frameworks and tools, and the development of a user guide and data collection and analysis tool. These activities have helped to inform the development of the framework and to ensure that it is relevant and effective in addressing the complex challenges of global health programs.
