Abstract
The assessment was conducted by Checchi and Company Consulting, Inc. under contract with the United States Agency for International Development (USAID). The team leader was Lynda Roades, and team members included Edward Koos, Geraldine Gibbons, Abdul Wahed Zwak, Enayatullah Aziz, Ferishta Stanekzai, and Mustafa Kamal. The assessment identified key themes for strengthened public financial management, including improving budget execution, increasing transparency and accountability, and enhancing the capacity of line ministries. The methodology involved a review of existing documents and data, as well as interviews with government officials and other stakeholders. The findings highlighted the need for improved budget execution, increased transparency and accountability, and enhanced capacity at line ministries. The assessment also evaluated the Economic Growth and Governance Initiative (EGGI) project, which aimed to support the development of Afghanistan's public financial management system. The project focused on several work streams, including economic and fiscal policy support, revenue and tax policy, provincial tax administration, program budgeting, provincial budgeting, revenue reconciliation database, and women in government.
