Abstract
The project involves planned obligations not exceeding $4.875 million over a three-year period from the date of authorization, subject to the availability of funds in accordance with AID regulations. The objective of the project is to help finance foreign exchange and local currency costs for the project. The project is essential to the provision of population and family planning services to several African countries. It is designed to provide a rapid response to requests for the provision of technical assistance. The project consists of six principal components, including family planning services, including natural methods. The Cupid will be used to finance sub-projects not exceeding $500,000 each. Sub-project proposals originating in the field will be submitted to an Executive Committee Project Review (ECPR) in AID/L. If approved by the committee, the sub-project will be authorized in the existing delegation of authority. Sub-projects originating in the U.S. will also be submitted to an ECPR and if approved, a recommendation for authorization will be made to AID/AFR. The agreements negotiated and executed by the officers to whom such authority is delegated will be subject to the following terms, covenants, and major conditions, together with such other terms and conditions as AID may appropriate. The source, origin, and nationality of goods and services financed by AID under this project will be determined and applied to sub-projects approved hereunder in accordance with the source/origin and nationality rules set forth in Handbook 1, Supplement B. These rules will be stated specifically in the authorization document for each sub-project. The conditions and covenants that may be required with respect to each sub-project approved hereunder will be stated in the individual sub-project authorization document. Waiver authority with respect to sub-projects will be exercised in accordance with applicable delegations of authority. All sub-projects undertaken pursuant to this authority shall be in accordance with the AID Population Policy published in September 1982, current policy determinations related to population and family planning, and all subsequent revisions of them. The project is a critical component of the U.S. government's efforts to support family planning and population services in Africa. The project's objectives and components are designed to address the needs of several African countries and to provide a framework for the provision of technical assistance.
