The Appui à la Valorisation du potentiel Agricole du Nord, à la Sécurité Economique et environnementale (AVANSE) program aims to increase agricultural incomes in the North of Haiti.

Abstract
The program is sponsored by the USAID/Haiti office and is implemented by DAI-Global. The program's objective is to increase agricultural productivity, improve watershed stability, and strengthen agricultural markets. The program's intermediate results include increased agriculture productivity, improved watershed stability, and strengthened agricultural markets. Sub-IR 1.2, extension of agricultural technologies strengthened, involves the dissemination of improved agricultural practices and technologies to farmers. Sub-IR 1.3, access to inputs increased, focuses on providing farmers with access to essential inputs such as seeds, fertilizers, and tools. Sub-IR 1.4, irrigation systems constructed/rehabilitated and management capacity increased, involves the construction and rehabilitation of irrigation systems and the strengthening of management capacity among user associations. The program also aims to improve watershed stability above selected plains. IR 2.1, critical slopes stabilized through farmer-level investments, involves the stabilization of critical slopes through investments made by farmers. The program's third intermediate result is to strengthen agricultural markets. Sub-IR 3.2, improved access to storage and processing facilities, involves the provision of storage and processing facilities to farmers. Sub-IR 3.4, improved market information systems, focuses on providing farmers with access to market information. The AVANSE monitoring and evaluation plan involves the use of various indicators to measure the program's performance. These indicators include the value of targeted agricultural commodities exported with USG assistance, the volume of cacao and banana exports as a result of USG assistance, and the average increase in agricultural income for beneficiary households due to USG assistance. The plan also involves the use of performance indicator reference sheets to track the program's progress. The program's critical assumptions include the availability of funding, the commitment of stakeholders, and the effectiveness of the program's interventions. The program's monitoring and evaluation approach involves the use of data systems, data flow, training, data reporting, and data quality assessment. The program also has an environmental mitigation and monitoring plan in place to ensure that the program's activities do not harm the environment. The AVANSE program's periodic evaluation of ongoing performance involves the use of various indicators to assess the program's progress. The program's impact evaluation will involve the assessment of the program's long-term effects on agricultural productivity, watershed stability, and agricultural markets. The program's monitoring and evaluation plan will be updated regularly to reflect changes in the program's objectives, interventions, and indicators. The program's beneficiary database will be used to track the program's beneficiaries and their progress. The program's baseline survey will provide a snapshot of the program's beneficiaries and their situation before the program's interventions.
