Abstract
The project focused on two primary objectives: the preservation of traditional folklore and the protection of intellectual property rights related to cultural expressions. The initiative was implemented in collaboration with local authorities, community groups, and cultural experts. Initial assessments conducted in the province identified a rich cultural landscape, with a diverse array of traditional folklore and cultural practices. However, concerns were raised regarding the lack of formal recognition and protection for these cultural expressions, which were often exploited for commercial gain without proper compensation or credit to the creators. The project aimed to address these issues through a combination of research, community engagement, and policy development. The project's methodology involved conducting field research and surveys to document and analyze the cultural heritage of Binh Dinh Province. This included collecting and transcribing traditional folktales, songs, and dances, as well as conducting interviews with local artists and community leaders. The research findings were used to inform the development of policies and guidelines for the protection of intellectual property rights related to cultural expressions. Implementation of the project involved the establishment of a cultural preservation center in the province, which served as a hub for community engagement, research, and education. The center provided training and capacity-building programs for local artists and community leaders, as well as workshops and exhibitions to promote the preservation and promotion of traditional folklore. The project also collaborated with local authorities to develop and implement policies and regulations to protect intellectual property rights related to cultural expressions. The project's geographic focus was on Binh Dinh Province, with a particular emphasis on the districts of Quy Nhon and An Nhon. The project's timeframes were from 2015 to 2020, with a midterm evaluation conducted in 2018 to assess progress and identify areas for improvement. The evaluation revealed significant progress in the preservation and promotion of traditional folklore, as well as the development of policies and guidelines for the protection of intellectual property rights related to cultural expressions. However, challenges remained in terms of community engagement and the effective implementation of policies and regulations. The project's geographic focus was on Kon Tum Province, with a particular emphasis on the districts of Kon Tum City and Dak Ha. The project's timeframes were from 2017 to 2022, with a midterm evaluation conducted in 2020 to assess progress and identify areas for improvement. The evaluation revealed significant progress in the preservation and promotion of traditional folklore, as well as the development of policies and guidelines for the protection of intellectual property rights related to cultural expressions. However, challenges remained in terms of community engagement and the effective implementation of policies and regulations.
