Abstract
The program aims to strengthen human and institutional capital needed to promote agricultural sector innovation. The initiative includes elements to support mission and country initiatives to strengthen universities, vocational schools, and technical institutes. The program comprises a suite of existing capacity development activities focusing on the development of future generations of agricultural researchers. These activities include the Africa Lead program, which supports strategic planning exercises in African institutions and leadership training for champions of agriculture and food security. The Africa Women in Agricultural Research and Development program provides leadership training, scientific development, and mentorship for African agricultural researchers. The program also includes the USDA Norman E. Borlaug International Agricultural Science and Technology Fellowship, which offers short-term collaborative fellowships with mentoring for agricultural researchers in developing countries. The Leadership Enhancement in Agriculture Program (LEAP) supports developing country graduate students to conduct research on food security-related topics in developing countries or CGIAR settings. The program will be established in the near future, with the following components: the US Borlaug Fellowship in Global Food Security, which supports American graduate students doing food-security related research in developing countries; Modernizing Agricultural Education and Training Systems (MAETS), which aims to strengthen the capacity of agricultural education and training in universities and vocational schools; the Borlaug University Partnership for Human and Institutional Capacity Development, which will develop and test new models for developing the next generation of researchers working towards food security; and the USAID-World Bank Collaboration in Support of Tertiary Agricultural Education in Africa, which will strengthen tertiary agricultural education in Africa through an Africa-led framework. The program's geographic focus is on the African region, with a specific emphasis on promoting agricultural sector innovation. The initiative aims to improve food security and improve the livelihoods of people in developing countries.
