Abstract
The project aims to improve the quality of life of persons with disabilities through strengthening care and social assistance. The project's geographic focus includes 53 communes across four districts: Phu Cat, Tuy Phuoc, and Hoai Nhon in Binh Dinh Province, and Thang Binh district in Quang Nam Province. A total of 2,007 persons with disabilities received home-based care (HBC) during the project period, with 1,078 males (53.7%) and 929 females (46.3%). Care outcome measurement was conducted using a toolkit adapted from international standards, which included assessments of nutrition status, risk of respiratory infections, oral health status, hygiene status, activities of daily living, safety, and risk of pressure sores. The toolkit was used to record results of screening and care assessment at baseline and subsequent monitoring periods. Key findings from the care outcome assessment report include: The number of persons with disabilities having improvement in at least one of the monitored care outcomes is 1,812 (90.3% of total survey participants). The majority of improvements were observed in the aspects of nutrition status, risk of respiratory infections, and oral health status. The distribution of persons with disabilities by age group varies across districts. In Phu Cat, Tuy Phuoc, Hoai Nhon, and Thang Binh districts, the age group 50-69 accounts for the highest proportion (32% - 35%), while in Kon Ray District, the age group 30-49 accounts for the highest proportion (36%). The project's care outcome assessment report highlights the importance of home-based care in improving the quality of life of persons with disabilities. The report's findings and recommendations provide valuable insights for policymakers, practitioners, and stakeholders working to strengthen care and social assistance for persons with disabilities in Vietnam.
