Abstract
The commission's objective is to identify and analyze the patterns of violence that led to the persistence of the conflict and to develop recommendations to prevent its recurrence. The concept of No Repetición is understood as a right of the victims and of society as a whole, which has been victimized. It is a right that is autonomous, integral, transformative, participatory, democratic, and collective. The commission emphasizes that No Repetición is a duty of the state, which must guarantee rights and develop preventive and mitigating policies. The commission identifies three types of abuses of human rights that must be addressed in the transition to peace: violations of the norms of international humanitarian law, crimes against humanity, and human rights violations in general. To overcome these abuses, the commission proposes the generation of conditions for the end of armed confrontations and the promotion of structural transformations to consolidate peace. The generation of conditions for the end of armed confrontations involves recognizing the improbability of armed struggle and dismantling war apparatuses that promote human rights violations. This requires the recognition of the improbability of armed struggle and the dismantling of war apparatuses that promote human rights violations. The promotion of structural transformations to consolidate peace involves reforms that allow for the promotion of new forms of relationship and the strengthening of the Social State of Law. This includes institutional, cultural, and social reforms that promote new forms of relationship and strengthen the state. The commission emphasizes that No Repetición is a complex and multifaceted concept that requires a comprehensive approach. It involves the identification of the causes of the conflict, the development of recommendations to prevent its recurrence, and the implementation of policies to promote peace and reconciliation. The commission's work is guided by the principles of truth, justice, and reparations, which are essential for the construction of a lasting peace. The commission's objective is to contribute to the construction of a society that is free from violence and human rights abuses, and that promotes the rights and dignity of all its citizens. The commission's work is also guided by the principles of participation, transparency, and accountability, which are essential for the construction of a democratic and inclusive society. The commission's objective is to promote a culture of peace and reconciliation, and to contribute to the construction of a society that is based on the principles of justice, equality, and human rights. The commission's work is also focused on the importance of addressing the root causes of the conflict, including poverty, inequality, and social exclusion. The commission emphasizes that addressing these root causes is essential for the construction of a lasting peace, and that it requires a comprehensive approach that involves the participation of all sectors of society. The commission's work is also focused on the importance of promoting a culture of peace and reconciliation, and of contributing to the construction of a society that is based on the principles of justice, equality, and human rights. The commission emphasizes that this requires a comprehensive approach that involves the participation of all sectors of society, and that it requires a commitment to the principles of truth, justice, and reparations. The commission's work is also focused on the importance of addressing the legacy of the conflict, including the impact of the conflict on victims and their families. The commission emphasizes that addressing this legacy is essential for the construction of a lasting peace, and that it requires a comprehensive approach that involves the participation of all sectors of society.
