Coastal Community Adaptation Project Year 1 Work Plan activities commenced in October 2012 with a start-up meeting held with USAID.

Abstract
The project team recommended four priority countries for Year 1 operations: Papua New Guinea, Fiji, Samoa, and Tonga. The draft work plan, deliverables table, and Contract Monitoring Plan (CMP) were finalized and submitted to USAID on October 12, 2012. Mobilization of long-term personnel and the start-up team was in progress as of November 25, 2012. Staff had been mobilized to Papua New Guinea, including the Country Program Manager, and to Fiji, including the Deputy Country Program Manager, Deputy Country Program Manager, and other support staff. The hiring process for remaining positions, including the Country Liaison Officer and Country Liaison Specialist in Fiji, Infrastructure Specialist, Finance and Administration Manager, Procurement/Subcontracting Coordinator, Accountant, Admin Assistant, and Contract Monitoring Specialist in Papua New Guinea, was expected to follow once the registration process was completed. The project team set up program management, support office, management information, and accounting systems, which were in progress as of November 2012. Registration processes for the project were initiated in both Fiji and Papua New Guinea, with law firms engaged to assist with the registration process. The registration process in Fiji was more straightforward, while that in Papua New Guinea was expected to take several months to complete. Training for project staff on gender/disabled-awareness, analysis, and responsive planning was scheduled for February 2013. The Pacific Disability Forum was contracted to conduct training for C-CAP staff members in disability and gender mainstreaming in January and February 2013. Component 1 of the project focused on improving coastal zone management and water resource management capacity. Task 1.1 involved identifying and prioritizing districts and coastal communities for participation and activities for implementation. The project team identified three priority C-CAP districts per country through a community assessment and vulnerability and adaptation (V&A) analysis conducted by the University of the South Pacific (USP) in collaboration with national and provincial government representatives. The project team ranked five priority communities in each selected district for USAID approval, which was completed on November 30, 2012. The team also gained concurrence and established office-share with district/provincial government, which was scheduled for February 2013. Task 1.2 involved developing a network of Social Mobilizers from participating districts and communities. The project team identified Social Mobilizers in selected communities, which was in progress as of January 2013. The team also conducted a Training of Trainers (ToT) for Country Coordinators to replicate training in each community with Social Mobilizers, which was scheduled for January and February 2013. Task 1.3 involved developing and applying criteria to identify and prioritize community-specific social and economic infrastructure activities. The project team established Community Committees to govern activities and community decision-making, which was scheduled for February 2013. The team also conducted community outreach to set expectations, which was scheduled for February 2013. Task 1.4 involved developing specifications, advertising, negotiating, and awarding and monitoring subcontracts for infrastructure rehabilitation, repair, or upgrading and new construction activities. The project team developed an infrastructure prioritization index (IPI) for USAID approval, which was scheduled for March 2013. The team also established formal MOUs with C-CAP communities, which was scheduled for December 2012 to April 2013.
