Abstract
CDAT's primary objective is to develop and implement training programs for the peace and security cadre, with a focus on conflict-sensitive aid and atrocity prevention. Throughout fiscal year 2023, CDAT made significant progress in achieving its objectives. The team delivered the first in-person Mission delivery in Abuja, Nigeria, offering the CSAid course to Nigeria Mission staff. Additionally, CDAT facilitated six virtual course deliveries, including CSAid for CVP staff, USAID staff, and a Training of Trainers (ToT) for CVP staff. CDAT also made notable progress in developing the Cadre Development Learning Strategy, which provides a roadmap for cadre members to build their skills in the peace and conflict sector. The strategy was submitted on December 30, 2022, and received feedback and approval from the Contracting Officer's Representative (COR) on February 22, 2023. In terms of training design and implementation support, CDAT delivered the virtual workshop and final vILT for the pilot CSAid virtual workshop three times in FY 2023. CVP staff were the core participants in most of the deliveries, and their feedback was generally positive. The majority of respondents agreed or strongly agreed that they see specific ways to apply what they learned in the course to their job. CDAT's workstream 1, strategic plan development, focused on developing the Cadre Development Strategic Plan (CDSP). The plan was submitted on December 30, 2022, and received feedback and approval from the COR on February 22, 2023. The plan provides a roadmap for cadre members to build their skills in the peace and conflict sector. CDAT's workstream 2, training design and implementation support, focused on delivering training programs for the peace and security cadre. CDAT delivered the CSAid e-learning, which is offered as a prerequisite for the instructor-led CSAid course and as a standalone course. As of Q4 of FY 2023, 63 individuals had completed the e-learning, with 53 responding to the evaluation. The majority of respondents agreed or strongly agreed that they see specific ways to apply what they learned in the course to their job. CDAT's workstream 4, reconciliation program, focused on developing a monthly newsletter for CVP to market current internal and external training opportunities. The newsletter aims to promote training opportunities and support the development of the peace and security cadre. In terms of budget status, CDAT's budget for FY 2023 was $1.5 million, with $1.2 million expended as of Q4. CDAT's budget for Q4 was $300,000, with $250,000 expended. CDAT's budget for the remainder of the base year is $500,000. CDAT's challenges ahead include revising the invoice table and financial trackers, developing knowledge products from the 2022 Peace and Security Summit recordings and materials, and the knowledge management repository. CDAT's actions taken to address these challenges include revising the invoice table and financial trackers, holding meetings with the CVP KM and Communications leads to discuss urgent KM needs, and developing a plan to address the challenges. Looking ahead, CDAT plans to continue delivering training programs for the peace and security cadre, developing the Cadre Development Learning Strategy, and revising the invoice table and financial trackers. CDAT also plans to develop knowledge products from the 2022 Peace and Security Summit recordings and materials, and the knowledge management repository.
