Abstract
The project aims to improve state accountability, transparency, and effectiveness in six states: Adamawa, Bauchi, Ebonyi, Gombe, Sokoto, and Akwa Ibom. The project is led by Tressan Sullivan, Chief of Party, and is supported by a team of technical experts and short-term technical assistance (STTA) personnel. The project has made significant progress in the second quarter of fiscal year 2021, with key achievements in the areas of office accommodation, engagement with federal and state counterparts, and foundational assessment updates. The project has established offices in all six states, with the main office located in Bauchi State. The project has also engaged with various federal and state counterparts, including the Open Government Partnership (OGP), Nigeria Governors' Forum Secretariat (NGF), and Service Compact with All Nigerians (SERVICOM). The project has conducted foundational assessments in all six states, with updates provided in the report. The assessments have focused on political economy analysis, conflict assessment, public financial management (PFM) scorecards, and SFTAS disbursement linked results. The results of the assessments have shown significant improvements in PFM indicators, with Adamawa State showing the most improvement. The project has also made progress in implementing its Activity Monitoring, Evaluation, and Learning Plan (AMELP), with indicators progress reported in the report. The project has also engaged in capacity building activities, including organizational capacity assessment, Q3 planning, gender and social inclusion, community engagement, security, procurement, IT equipment, and asset disposition receipt. The project has also made progress in its procurement activities, with employment contracts concluded and STTA assignments made. The project has also made significant progress in its engagement with federal and state counterparts, with key meetings and communications reported in the report. The project has also made progress in its PFM assessment results, with results reported for all six states. The results have shown significant improvements in PFM indicators, with Adamawa State showing the most improvement. Overall, the State2State Activity has made significant progress in the second quarter of fiscal year 2021, with key achievements in office accommodation, engagement with federal and state counterparts, and foundational assessment updates.
