Cadre Development and Training Activity (CDAT) supports the USAID Center for Conflict and Violence Prevention (CVP) in the Bureau for Conflict Prevention and Stabilization (CPS) at the United States Agency for International Development (USAID).

Abstract
The CDAT team continued regular bi-weekly meetings with the COR team and provided notes for follow-up and action item execution. COR approvals in Q3 included the Virtual CSAid, In-person CSAid, and CSAid In-person ToT course materials. The CDAT team met with the CO and COR team to introduce new USAID and EnCompass team members that will support this contract. Discussions and priorities for knowledge management and DEIA activities for the remainder of the base year were established. The Knowledge Management Lead held meetings with the CVP KM, and Communications leads to discuss urgent KM needs. The emerging priorities included developing knowledge products from the 2022 Peace and Security Summit recordings and materials. The CDAT team successfully onboarded a new Knowledge Management (KM) Lead Consultant, who will lead the KM training repository activities and other assigned tasks with CVP's KM staff as outlined in the Year 2 work plan. A Learning Evaluation Specialist joined CDAT in May 2023 and will support all CDAT-related evaluation needs under the supervision of the Learning Evaluation Lead. In the third quarter of the project, the CDAT team completed several highlights, including submitting and receiving approval for the Virtual CSAid, In-person CSAid, and CSAid In-person ToT course materials. The team developed and submitted the CSAid and AP Virtual ToT macro for CVP review and approval. The CSAid In-Person ToT was facilitated to CVP staff, and the CSAid Virtual course was delivered to Niger's Mission staff. The CDAT team also developed and submitted the Intercultural Workshop macro for CVP review and approval. The CSAid e-learning was finalized and uploaded to USAID University, making it available for all USAID staff to complete the course. The CDAT team successfully pivoted CSAid materials to in-person design and prepared the material for the CSAid in-person Training of Trainers (ToT) held on April 10-11, 2023. The CSAid ToT was well received, with nine out of thirteen participants completing the evaluation and strongly agreeing or agreeing that the design of the sessions contributed to their learning experience and that they feel confident applying what they learned back on the job. The CDAT team also successfully facilitated a blended virtual delivery of the CSAid course for USAID's Niger Mission, including Mission-based staff, DC-based staff working in the Niger context, and staff of USAID's Center for CVP. The CDAT team administered the three-day virtual workshop of CSAid to CVP staff on June 26-28. CVP participants were administered the e-Learning and Learning Needs Assessment. Data from this CSAid delivery will be included in the next quarterly report, as the delivery was completed on the final vILT on July 25. Quarterly data from the e-learning evaluation is provided in Annex B. The CDAT team received approval from CVP on June 23, 2023, for the AP micro course materials, including the e-learning, vILT workshops, and video scripts. During this quarter, CDAT tackled the AP ToT course materials and subsequently shared material for review with CVP on June 26, 2023. CVP formally approved the AP ToT course materials on June 30, 2023. The CDAT team continued to review a summary LOE and financial tracker with the COR in each bi-weekly meeting, closely tracking the dollar and percentage spent for each project activity. The activity budgets remained within budget, and any activity-level or overall budget concerns were immediately brought to the COR's attention. The project team also included updated summary budget tables with each monthly invoice to provide a clear snapshot of base program spending and the level of effort burned against the ceiling for each cost and labor category.
