Abstract
Awarded to Tetra Tech by the U.S. Agency for International Development (USAID) in August 2019, the program has a budget of $48 million. CCBO's objectives are to promote reduce, reuse, recycle (3Rs) practices, strengthen local and regional markets for recycled plastics, build social and behavior change (SBC) for 3Rs and sustainable solid waste management (SWM), increase capacity and effective governance for SWM and recycling systems, and support international fora, public-private partnerships (PPPs), and multi-stakeholder alliances. The program will focus on rapidly urbanizing areas in low- and middle-income countries (LMICs), with an initial set of potential focal countries identified as Indonesia, the Philippines, Sri Lanka, the Maldives, Vietnam, the Dominican Republic, and Peru. These countries were selected based on their significant contributions to global mismanaged waste leaking into the marine environment and demand from USAID Missions, which reflects counterpart government priorities. CCBO's Year One Work Plan has been developed in consideration of the primary focus geographies identified by USAID. The program will engage with global, regional, and local stakeholders to test, scale, and share inclusive and sustainable 3R/SWM solutions in focal countries and selected municipalities. Key activities in Year One include strengthening local and regional markets for recycled plastics, establishing effective governance of SWM and recycling systems, building SBC for 3Rs and sustainable SWM, and engaging the private sector and facilitating high-value public-private partnerships. The program will also focus on building capacity and effective governance for SWM and recycling systems, with a particular emphasis on increasing the capacity of local governments and stakeholders to manage waste effectively. CCBO will work closely with USAID's Office of Land and Urban and other stakeholders to ensure that the program's activities are aligned with USAID's priorities and goals. In terms of implementation, CCBO will use a consortium approach and robust grants program to leverage partner expertise and support the development of inclusive and sustainable 3R/SWM solutions. The program will also mainstream gender equity throughout its approaches and ensure the sustainability of program impacts and facilitate an enabling environment for long-term success. CCBO's organizational structure will include a Chief of Party, Project Manager, and other staff members who will be responsible for implementing the program's activities and ensuring its success. The program will also have a robust monitoring and evaluation system in place to track its progress and make adjustments as needed. Overall, the Clean Cities, Blue Ocean program has the potential to make a significant impact in addressing the global crisis of marine plastic pollution. By promoting 3Rs practices, strengthening local and regional markets for recycled plastics, and building capacity and effective governance for SWM and recycling systems, CCBO can help to reduce the amount of waste that leaks into the marine environment and promote more sustainable and inclusive waste management practices.
