Abstract
The program's primary objective is to support the development of rural communities and promote licit economic opportunities in areas affected by conflict and violence. The CDLO Activity operates in five regions: Southwest, Meta Guaviare, Caqueta-Putumayo, North, and Northeast (Catatumbo). During the third year of the program, which spanned from October 2019 to September 2020, the CDLO Activity made significant progress in achieving its objectives. The program's interventions focused on promoting economic development, improving governance, and enhancing the capacity of local institutions to manage and deliver services to their communities. One of the key achievements of the CDLO Activity during this period was the establishment of Espacios Territoriales de Evaluación (ETEs), which are territorial evaluation spaces that bring together local stakeholders to discuss and address development challenges. The ETEs have been instrumental in promoting dialogue and collaboration among local actors, and have helped to identify areas where the CDLO Activity can provide targeted support. The program also made significant progress in implementing its Annual Work Plan (AWP), which outlines the specific activities and interventions that the CDLO Activity will undertake during the year. The AWP is aligned with the program's overall objectives and is designed to achieve specific outcomes in areas such as economic development, governance, and community engagement. In terms of specific results, the CDLO Activity reported a number of achievements during the third year of the program. These included the completion of 60% of the program's life cycle, the establishment of 15 ETEs, and the implementation of 22 projects and activities. The program also reported a significant increase in the number of local stakeholders engaged in the ETEs, with over 1,000 participants involved in the process. Despite the challenges posed by the COVID-19 pandemic and security concerns, the CDLO Activity was able to maintain its momentum and achieve significant progress during the third year of the program. The program's ability to adapt to changing circumstances and respond to the needs of local communities has been critical to its success, and has helped to ensure that the CDLO Activity remains a valuable partner in the development of rural Colombia. The CDLO Activity's budget for the third year of the program was USD 5.4 million, which was allocated to support a range of activities and interventions. The program's spending plan for the year was implemented in accordance with USAID's requirements, and the CDLO Activity was able to meet its financial obligations and achieve its budgetary targets. Looking ahead to the next quarter, the CDLO Activity has planned a number of interventions aimed at building on the progress made during the third year of the program. These include the establishment of additional ETEs, the implementation of new projects and activities, and the continuation of the program's engagement with local stakeholders. The CDLO Activity is committed to maintaining its momentum and achieving its objectives, and is confident that its continued support will help to promote economic development and improve the lives of rural communities in Colombia.
