Abstract
The report summarizes interventions and results during the second quarter of the CDLO's approved Annual Work Plan for Fiscal Year 2019. CDLO activities during the second quarter failed to keep pace with the past quarter's implementation due to external challenges, including an extended shutdown of the U.S. federal government and a Paro Indígena/Indigenous People's strike. Despite these challenges, CDLO managed to meet disbursement goals for the quarter and is on track to meet fiscal year 2019 targets. The overall disbursements for Q2 (Jan-March) of FY19 reached $2,802,475, bringing the total disbursements for FY19 to $5,305,213. The CDLO continues to issue multiple grants and construction subcontracts through its three-window methodological approach. By the end of March 2019, the CDLO had issued over 40 contractual instruments, valued at nearly $3.5 million. The CDLO operates in three regions, with a focus on community development and licit opportunities. The report highlights the CDLO's progress toward its objectives, including the completion of administrative actions, regional office staffing, and annual program statement. The CDLO also continued collaboration with relevant stakeholders, including the Government of Colombia, and implemented the Espacios Territoriales de Evaluación (ETE) exercise. The CDLO's progress toward its indicators is also summarized in the report, including the status of required audit processes, the use of U.S. small and disadvantaged business, and projected USAID approvals, waivers, or deviation requests. The report also highlights the CDLO's success stories and provides a detailed list of approved activities and spending for the quarter. The CDLO's budget for the quarter is also summarized in the report, including a detailed list of approved activities and spending. The report also highlights the CDLO's planned interventions for the next quarter, including the implementation of the ETE exercise and the continuation of collaboration with relevant stakeholders. Overall, the CDLO Quarterly Performance Report for January to March 2019 provides a comprehensive summary of the activity's progress toward its objectives and highlights the challenges faced by the program during the quarter.
