Abstract
The program aims to address the humanitarian situation created in communities affected by the sudden increase of population flows from Venezuela. The CSA provides the Government of Colombia (GoC) with tools and technical assistance to address the needs of the targeted population. The program focuses on three components: Integral Assistance Strategy, Socio-economic and cultural inclusion, and Access to healthcare services. These components are prioritized in 13 departments and 28 municipalities in Colombia. The CSA's result areas include enhancing the GoC's capacity to provide timely humanitarian assistance and documentation, promoting socio-economic and cultural inclusion, and decreasing migrants' vulnerabilities by improving healthcare services. During the fifth quarter (October - December 2019), significant progress was made in the implementation of the CSA. In the Integral Assistance Strategy component, 525 new Venezuelan migrant children and adolescents in Riohacha benefited from workshops based on the Golombiao Strategy, which aimed to strengthen personal core values and build life projects. Additionally, 1,553 children and adolescents received guidance on the prevention of sexual violence through the Renacer Foundation in Riohacha. The Socio-economic and cultural inclusion component also made progress, with the establishment of protective spaces for Venezuelan migrant children and adolescents. These spaces provided a safe environment for the children to receive assertive communication, personal core values strengthening, and building life projects training. The Access to healthcare services component focused on improving the GoC's capacity to provide healthcare services to migrants. This included the implementation of Extramural Health Days (EHD) and Events of Interest in Public Health (EISP), which aimed to increase access to healthcare services for the targeted population. The CSA also made progress in its communication and dissemination efforts, with the establishment of a donation/sub-grant fund to support local organizations working with migrants. The program also advanced in its coordination with other IOM programs and agencies related to USAID. Despite the progress made, the CSA faced several challenges, including the need to improve the capacity of local organizations to provide services to migrants. The program also identified the need to strengthen its communication and dissemination efforts to reach a wider audience. The CSA's priorities for the next quarter include continuing to implement the Integral Assistance Strategy, Socio-economic and cultural inclusion, and Access to healthcare services components. The program also aims to strengthen its coordination with other IOM programs and agencies related to USAID and to improve its communication and dissemination efforts. The CSA's performance indicators are summarized in Annex 1, and the program's rolling list of activities is outlined in Annex 2. The CSA's calendar of events is provided in Annex 3.
