Abstract
The program aims to address the humanitarian situation created in communities affected by the sudden increase of population flows from Venezuela. The CSA provides the Government of Colombia (GoC) with tools and technical assistance to address the humanitarian situation. The program focuses on three components: (1) Integral Assistance Strategy, (2) Socio-economic and cultural inclusion, and (3) Access to healthcare services. These components are prioritized in 13 departments and 28 municipalities in Colombia. The CSA's result areas include: * IR1: Enhanced GOC's capacity to provide timely humanitarian assistance and documentation to the targeted population based on their needs, and according to GoC regulations. * IR2: GOC, municipalities, civil society, communities, and private sector are participating actively in the socio-economic and cultural inclusion opportunities at the local level with a psychosocial approach. * IR3: Decreased migrants' vulnerabilities by improving GOC capacity to provide healthcare services. During the quarter of April-June 2020 (Q7), progress was made in the implementation of the CSA. The main achievements are outlined in the Activity Implementation Progress section. The Comprehensive Assistance Strategy component made significant progress, with the CONPES 3950 Tool being implemented to provide humanitarian assistance and documentation to the targeted population. The CSA also made progress in the Socio-economic and cultural inclusion component, with the GOC, municipalities, civil society, communities, and private sector participating actively in the socio-economic and cultural inclusion opportunities at the local level with a psychosocial approach. Additionally, the Access to healthcare services component made progress, with the GOC capacity to provide healthcare services being improved. The CSA has a differential approach, which involves working with civil society organizations to address the needs of the targeted population. The program also has a coordination mechanism with other IOM programs and agencies related to USAID. However, challenges were faced during the quarter, including the COVID-19 pandemic, which affected the implementation of the program. The CSA has a strong focus on communication and dissemination, with success stories and indicators being reported regularly. The program also has a finance report, which outlines the financial management of the program. The CSA has a rolling list of activities, which includes a calendar of events and a list of next meetings. The CSA's indicators matrix outlines the key performance indicators (KPIs) for the program, which include the number of people assisted, the number of communities reached, and the number of healthcare services provided. The program's calendar of events outlines the key events and activities planned for the next quarter.
