Abstract
The program aims to design, implement, and sustain an integrated rural development strategy that combines social, economic, governance, and social infrastructure support to build trust and advance development. CELI-Central has engaged strategic partners in the public and private sectors to achieve its objectives. The program has made significant progress in the first two quarters, with a cumulative rate of 46% of the projected budget being committed. This represents a total of USD$13.5 million with 33 approved activities. The program is projected to achieve more than 90% approval of planned investments in the Regional Evaluation Committee (REC) by the end of the third quarter (June 2014). One of the key initiatives implemented by CELI-Central during this quarter was the completion of the first phase of the "Territorial Development Gatherings" in the Guefar-Cafre micro-region, municipality of Puerto Rico, Meta. This program aims to pilot and refine the application of the Rural Development Methodology in the region. The program has opened dialogues with communities, working with them to identify productive projects, networks, and linkages across the territory to articulate and advance a shared vision and goals for their communities' development. Sixteen community leaders participated in the session, providing key inputs to carry out a detailed socioeconomic cartography and SWOT analysis of the micro-region. Participants in Guefar-Cafre expressed their enthusiasm about the potential outcomes of this effort, highlighting the importance of community-led development initiatives. The program has also made progress in engaging with communities and stakeholders to identify and address their needs. The Rural Development Methodology has been refined and applied in the Guefar-Cafre micro-region, providing a framework for community-led development initiatives. The program has also established partnerships with key stakeholders, including the Government of Colombia, the Colombian Institute for Rural Development (INCODER), and the Colombian International Corporation (CCI). Overall, CELI-Central has made significant progress in the first two quarters, with a strong focus on community-led development initiatives and partnerships with key stakeholders. The program is projected to achieve significant milestones in the coming quarters, including the approval of more than 90% of planned investments in the REC by the end of the third quarter. The program's success is attributed to its ability to engage strategic partners and stakeholders, refine the Rural Development Methodology, and apply it in a community-led development initiative. The program's focus on building trust and advancing development has been well-received by communities and stakeholders, highlighting the importance of community-led development initiatives in achieving sustainable development outcomes. The program's progress has been monitored and evaluated through the use of key performance indicators (KPIs), including the percentage of committed resources, the number of approved activities, and the level of community engagement. The program's success will be measured against these KPIs, providing a framework for evaluating the program's impact and effectiveness. In conclusion, CELI-Central has made significant progress in the first two quarters, with a strong focus on community-led development initiatives and partnerships with key stakeholders.
