Abstract
The project is part of the USAID Mission Infrastructure Needs Program II (INP II), which focuses on the rehabilitation and construction of roads, schools, and water and wastewater projects. The objective of this Task Order is to construct two new water reservoirs, two new booster pump stations, and their associated supply and distribution pipelines in the Al Atatrah and Nuseirat areas of Gaza. The Al Atatrah project involves the construction of a 3800m3 ground reservoir, a Skid Mounted Booster Pump Station, and a new Booster Pump Station connected to a new UPVC distribution network with an approximate total length of 6.3 KLM varying in diameter. The Nuseirat project includes the construction of a 3800m3 ground reservoir and a new Booster Pump Station connected to a new UPVC distribution network with an approximate total length of 5.2 KLM varying in diameter. The project is being implemented by The Morganti Group, Inc. under Contract No. AID-294-I-00-12-00002 and Task Order No. AID-294-TO-15-00008. The project timeline is governed by a Construction Management Contractor (CMC) who is responsible for overseeing the construction activities and ensuring compliance with the project's scope, schedule, and budget. The project's safety and environmental compliance are being monitored by the Health & Safety Engineer (HSE) and the Environmental Compliance Officer, respectively. The project's risk management plan is being implemented by the Construction Risk Management Plan (CRMP) team, which is responsible for identifying, assessing, and mitigating potential risks associated with the project. The project's progress is being tracked through various indicators, including the completion of construction activities, the installation of equipment, and the testing of systems. The project's schedule is being managed by the Project Manager (PM) and the Task Order Manager (TOM), who are responsible for ensuring that the project is completed on time and within budget. The project's quality control is being implemented by the Contractor Quality Control (CQC) team, which is responsible for ensuring that the construction activities meet the project's quality standards. The project's testing and commissioning activities are being carried out by the Quality Assurance (QA) team, which is responsible for ensuring that the systems are functioning as designed. The project's community outreach and engagement activities are being carried out by the Public Information Officer (PIO) and the Program Support Unit (PSU), who are responsible for engaging with the local community and stakeholders to ensure that the project's benefits are shared equitably. The project's gender action plan is being implemented by the Gender Action Plan (GAP) team, which is responsible for ensuring that the project's benefits are shared equitably between men and women. The project's coordination and meetings are being managed by the Project Control Officer (PCO) and the Task Order Leader (TOL), who are responsible for ensuring that the project's stakeholders are informed and engaged throughout the project lifecycle. The project's site visitors are being managed by the Resident Engineers (RE) and the Contracts Engineer (CEng), who are responsible for ensuring that the project's site activities are carried out safely and efficiently. The project's progress and scheduling are being tracked through various reports, including the Construction Monthly Progress Report, which provides an update on the project's progress, schedule, and budget. The report also provides information on the project's safety and environmental compliance, risk management, and quality control activities.
