Abstract
The guide is being developed by the West Africa Network for Peacebuilding (WANEP) in collaboration with various stakeholders, including the Economic Community of West African States (ECOWAS) and the United States Agency for International Development (USAID). The need for a comprehensive practice guide has become increasingly evident due to the recurring electoral disputes and violence in West Africa. WANEP has been monitoring and analyzing elections in the region for the past eight years, working closely with stakeholders to support free and fair elections. In recent years, WANEP has successfully implemented various dispute resolution mechanisms in countries such as Ghana, Togo, Guinea, and Cote d'Ivoire. The practice guide aims to provide practitioners with practical guidance on principles, strategies, approaches, and tactics for resolving electoral disputes and violence. The guide will serve as a tool for coordinating and implementing effective actions towards preventing and mitigating electoral conflict in the sub-region. The development of the practice guide is a response to the urgent need to address the challenges posed by electoral disputes and violence in West Africa. The expert consultative meeting, which took place on April 28-29, 2011, at the Sunlodge Hotel in Accra, Ghana, brought together experts and practitioners from across West Africa to develop the practice guide. The meeting was attended by special guests from USAID West Africa, including the Mission Director, Mr. Henderson Patrick, and the Acting Chair of the National Peace Council of Ghana, Maulvi Wahab Adam. The opening ceremony of the meeting was marked by a welcome address by Mr. Emmanuel Bombande, Executive Director of WANEP. Mr. Bombande emphasized the importance of developing the capacity to respond to electoral crises, citing the recent electoral upheavals in Cote d'Ivoire as a challenge to the region. He also appreciated the critical role of USAID in supporting capacity building initiatives for conflict prevention and the development of the practice guide. Mr. Henderson Patrick, the USAID West Africa Mission Director, also delivered a goodwill message, expressing his honor to be part of the occasion. He highlighted the importance of promoting free and fair elections in West Africa and the need for a comprehensive practice guide to support this effort. The expert consultative meeting provided a platform for experts and practitioners to share their experiences and insights on responding to electoral disputes and violence in West Africa. The meeting was an opportunity for stakeholders to come together and develop a practical guide that can inform interventions towards resolving electoral disputes and violence in the region. The development of the practice guide is a significant step towards promoting free and fair elections in West Africa. The guide will serve as a valuable resource for practitioners, providing them with practical guidance on principles, strategies, approaches, and tactics for resolving electoral disputes and violence. The guide will also contribute to the development of the capacity to respond to electoral crises in the region, ultimately promoting peace and stability in West Africa.
