Consultoría de apoyo a la Sala Penal de Corte Suprema de Justicia para la instalación efectiva y consolidación de la Oficina técnica Penal (OTP)

The consultoría aimed to provide technical assistance to the Componente 1 of the Programa de Democracia y Gobernabilidad (PGD) for the effective installation and consolidation of the OTP. The methodology adopted for the consultoría included the implementation of various activities, such as the design and execution of the OTP's activities, under the guidance of the Equipo Técnico (ET). The modalidad de trabajo adopted included reuniones de trabajo presenciales and virtuales del Equipo Técnico, miembros de la OTP, consultores técnicos, and representantes del Poder Judicial. The Comisión I: Calificación del control jurisdiccional al inicio del proceso was established to evaluate all activities related to the descompresión and depuración of the penal system. The comisión worked on various ejes, including the descongestionamiento de desestimaciones, the control formal de las imputaciones, and the diseño de un programa de control de flagrancia. The descongestionamiento de las desestimaciones was a key activity of the comisión. The project of acordada sobre descongestionamiento de desestimaciones was finalized and remitted to the Ministra responsable, Dra. Carolina Llanes, and the coordinadora del componente 1 del PGD, Dra. Andrea Vera. The comisión also determined the aspects that must be treated with the Ministerio Público for the eventual acordada to be implemented in a favorable institutional climate. The OTP's activities were designed and executed under the guidance of the ET, with the participation of the Comisión I.
