Consultoría de apoyo a la Secretaría Nacional Anticorrupción (SENAC) en la elaboración de un Manual de Rendición de Cuentas

The program's second strategic objective is to strengthen accountability, transparency, and anti-corruption actions in key public institutions. In line with this objective, CEAMSO contracted a consultancy to support the Secretaría Nacional Anticorrupción (SENAC) in strengthening its role as a regulatory body for the Unidades de Transparencia y Anticorrupción of the Poder Ejecutivo institutions. The consultancy aimed to support SENAC in developing a Manual de Rendición de Cuentas (Accountability Manual) and organizing a concurso de buenas prácticas (good practices competition) in transparency and integrity in public institutions of the Poder Ejecutivo. The consultancy's specific objectives were to provide technical assistance to SENAC, with the participation of the Red de Unidades de Transparencia y Anticorrupción del Poder Ejecutivo, to develop a manual of accountability for public institutions of the Poder Ejecutivo; to implement demonstration experiences of the new accountability model in two selected institutions of the Poder Ejecutivo, the Ministerio de Hacienda (MH) and the Ministerio de Educación y Cultura (MEC); and to assist SENAC in promoting and organizing the good practices competition. The consultancy developed a Plan de Difusión (Dissemination Plan) for the concurso de buenas prácticas, which included a proposal for a creative logo for the competition. The plan was presented to SENAC and the Auditoría General del Poder Ejecutivo (AGPE), and the consultancy supported SENAC in presenting the bases and conditions of the competition to the members of the Red de Unidades de Transparencia y Anticorrupción del Poder Ejecutivo. The competition was successfully disseminated, with 41 public institutions presenting proposals, and a jury was formed with a diverse and plural composition that included academia and civil society. The consultancy also developed a Manual de Rendición de Cuentas for public institutions of the Poder Ejecutivo, which included indicators of compliance and effectiveness. The manual was presented to SENAC and the AGPE, and the consultancy supported the implementation of the new accountability model in the MH and MEC. The manual was validated by SENAC and CEAMSO, and a project of resolución ministerial was prepared to approve the manual and encourage its implementation in public institutions of the Poder Ejecutivo. The manual is currently in the process of formalization within SENAC, and the consultancy has prepared a version for editing and diagramming. The manual includes matrices with indicators of compliance and effectiveness, which are suggested for use by public institutions to monitor their accountability. The consultancy has also prepared a version of the manual in electronic format, which is open for inclusion of final editing adjustments.
