Abstract
This initiative is aligned with the intentions of the Corte Suprema de Justicia, as expressed in Acordada N° 825/13 and other applicable instruments, which confer on the CIEJ the functions of orienting institutional policy in the field of judicial training, generating spaces for initial, continuous, and specialized training, promoting and directing the development of training programs for trainers, and developing plans for monitoring and follow-up of the training process for judges and officials. The CIEJ's plan for the development of judicial competences is based on the principles of a democratic society oriented towards respect for human rights, ethics, equality, gender perspective, accessibility, and quality of service in the administration of justice. The focus is on the development of technical competences, which are those that enable participants to acquire mastery of tasks and contents within their area of work, perfecting their knowledge and skills to perform their duties efficiently. The methodology for determining the competences to be developed in the training programs involves the use of focus groups with judges. Four focus groups were conducted with judges from different jurisdictions, including civil and commercial, penal, juvenile and adolescent, and labor. The focus groups were designed to identify the professional competences required by judges in technical-legal aspects, and to determine the knowledge and skills that judges need to develop or strengthen in their daily work. The results of the focus groups were used to develop a curriculum for the training program, which includes a clear and precise system of evaluations to certify the achievement of the committed goals. The training program is focused on providing judges with the skills and knowledge necessary to produce decisions with speed, predictability, and suppression of arbitrariness, and to provide a solid, clear, rational, and normative foundation for judicial decisions. The development of the training program is a collaborative effort between the CIEJ, the CEAMSO, and the CIDSEP/UC, and involves the participation of experts and officials from these institutions. The program is designed to be implemented in a phased manner, with the first phase focusing on the development of the curriculum and the second phase focusing on the implementation of the training program. The training program is expected to have a positive impact on the administration of justice in Paraguay, by providing judges with the skills and knowledge necessary to perform their duties efficiently and effectively. The program is also expected to contribute to the development of a more just and equitable society, by promoting the values of respect for human rights, ethics, equality, and accessibility. The development of the training program is a key objective of the CIEJ, and is aligned with the intentions of the Corte Suprema de Justicia. The program is designed to be implemented in a phased manner, with the first phase focusing on the development of the curriculum and the second phase focusing on the implementation of the training program.
