The Sala Penal of the Corte Suprema de Justicia (CSJ) in Paraguay sought to improve the management of judicial processes and reduce judicial delay.

Abstract
To achieve this goal, the Sala Penal collaborated with the Centro de Estudios Judiciales (CEJ) and the Centro de Estudios Ambientales y Sociales (CEAMSO) to develop a plan of work aimed at systematizing key criteria for the improvement of judicial management. The plan of work was divided into several stages. Initially, the CEJ conducted a review and analysis of the document "Sistematización de criterios considerados clave para la mejora de la gestión judicial dispuestos por la Sala Penal de la CSJ con miras a la reducción de la mora judicial." This document was analyzed and complemented with an analysis of jurisprudence related to these cases. The CEJ presented a report that contained the analysis of the document, along with a proposal for a synthesis of the document that was put to the consideration of the Sala Penal of the Corte Suprema de Justicia. The analysis was developed through a scheme of 16 fichas corresponding to each of the resolutions of the document base, containing labels on central themes, the definition of the main theme, the procedural problem presented, the applicable legal provisions, the question studied by the CSJ, and the solution adopted by the same. One of the findings in this stage of the work was that the criteria derived from the analysis of the resolutions contained in the document were not current or on which there was an agreement among the members of the Sala Penal. Subsequently, an analysis of resolutions of the Sala of the last four years was conducted, and some criteria in the interpretation of the norms were found, which, together with the counterpart of the Sala Penal, were defined as fundamental to be installed and communicated through a material. Based on this definition, the consulting team worked with the document authored by Minister Carolina Llanes to develop a material called "Guía teórica normativa sobre el proceso penal. Compilación de obras jurídicas y acordadas de la Corte Suprema de Justicia." The "Guía teórica normativa sobre el proceso penal. Compilación de obras jurídicas y acordadas de la Corte Suprema de Justicia" was developed and edited under the guidelines defined by the Sala Penal of the Corte Suprema de Justicia. This material is a compilation of juridical works on the accusatory penal process and, as an annex, a scheme of the acordada issued by the Corte Suprema de Justicia on coercive personal measures. The material was developed in a format of easy reading and communication. The presentation of the material consolidated in physical and digital format was made through activities of diffusion in the juridical community. During the process of elaboration of the Guía, work was carried out transversally in the development of a communicational campaign, with a team of communicators designated for this purpose. Through meetings with members of the Sala Penal and the Direction of Communications of the CSJ, the axes of the audiovisual materials developed and delivered to the CSJ for their subsequent use were defined. Six scripts were developed for the elaboration of the audiovisual materials, all related to the constitutional and legal competences of the Sala Penal of the CSJ, its members, the current challenges, and projects related to the improvement of management.
