Abstract
The initiative aimed to improve the efficiency and transparency of the Corte Suprema de Justicia's (CSJ) system of managing court records. The CSJ is the highest court in Paraguay's judicial system. The initiative involved the implementation of a new system for managing court records, which included the development of a portal for accessing and managing case files. The portal was designed to improve the efficiency and transparency of the court's operations, as well as to reduce the risk of corruption and mismanagement. The new system was developed by Konexe S.A., a company specializing in information technology. The system was designed to meet the specific needs of the CSJ, including the ability to track and manage case files, manage user access and permissions, and provide real-time updates on case status. The system was implemented in several stages, including the development of a database to store case information, the creation of a user interface for accessing and managing case files, and the implementation of a workflow management system to track and manage case progress. The initiative also included training for CSJ staff on the use of the new system, as well as the development of a user manual and other supporting materials. The training was designed to ensure that CSJ staff were able to effectively use the new system and to take full advantage of its features and benefits. The initiative was implemented in several phases, with the first phase focusing on the development and implementation of the new system, and the second phase focusing on the training of CSJ staff and the development of supporting materials. The initiative was completed in 2021, with the new system was fully operational and being used by CSJ staff. The initiative was funded by the USAID's Programa de Democracia y Gobernabilidad, which provided financial and technical support to the CSJ to implement the new system.
