Abstract
The project aims to promote citizen knowledge about the projects of laws presented by the FPCI and to fortify the capacity of the FPCI to reach society with its legislative activities. The activities proposed by the project include organizing and facilitating at least 4 events in person and/or virtually that cover the departments of the country whose parliamentarians are part of the FPCI. The events were designed to present and debate the anteproject of law on "Conflict of interests," which is the result of the analysis carried out from the Observatory against Corruption. A total of 5 events were held, with the first one taking place on November 16, 2020, in a virtual session of the FPCI. The event was transmitted live through various channels, including Zoom, Facebook Live, YouTube, and TV Cámara. The panelists included Jorge Ramón Ávalos Mariño, a national deputy elected by the Paraguarí Department, and Hugo Estigarribia, a lawyer and professor specializing in Constitutional Law. The events were well-attended, with 220 inscriptions on the Zoom platform and 84 attendees. The Facebook Live of the FPCI had 1,825 reproductions, while the Facebook of the CEJ had 471 reproductions, and the YouTube channel of the CEJ had 93 reproductions. The project also included the creation of flyers and videos to promote the anteproject of law on "Conflict of interests" and to raise awareness among citizens. The flyers were designed to be distributed through social media, while the videos were created to be shared on the same platforms. The project's methodology involved coordinating with the FPCI to cover the departments of each of its members. The events were designed to be systematic, with the results and comments from citizens through the Observatory being included. The project's products included the organization of events, the creation of flyers and videos, and the elaboration of an anteproject of law on "Conflict of interests." The project's final report included recommendations for future actions that the FPCI could take. The project's geographic focus was on the departments of Paraguay, with the events being held in various locations throughout the country. The project's timeframes were from January to December 2020, with the events being held between November and December of that year. The project's recommendations included the need for the FPCI to continue promoting citizen awareness and participation in the legislative process. The project also recommended that the FPCI work to strengthen its capacity to reach society with its legislative activities and to promote the adoption of laws that prevent and sanction corruption.
