Abstract
The program aimed to improve the capacity of key institutions related to the executive branch, strengthen internal control, accountability, transparency, and anti-corruption actions, and enhance the legal framework and public policies to improve the effectiveness of the state. The PDG consisted of four components: Component #1 focused on improving the management capacity of key institutions, including the Secretaría de la Función Pública, the Dirección Nacional de Contrataciones Públicas, and the Ministerio de Hacienda. Component #2 aimed to strengthen internal control, accountability, transparency, and anti-corruption actions in these institutions. Component #3 focused on improving the legal framework and public policies to enhance the effectiveness of the state, with a focus on transparency and accountability. Component #4 aimed to strengthen the institutional development of CEAMSO. The PDG implemented various initiatives to achieve its objectives, including the development of a Modelo Estándar de Control Interno para Instituciones Públicas (MECIP) to improve internal control and accountability in public institutions. The program also supported the strengthening of the Secretaría Nacional Anticorrupción (SENAC) and the implementation of initiatives to improve transparency and citizen participation. The PDG also focused on the development of the Poder Judicial, with initiatives aimed at strengthening the internal control and accountability of the judiciary. The program also supported the development of the Ministerio de Educación y Ciencias and the Ministerio de Salud Pública y Bienestar Social. The PDG implemented various projects and initiatives to achieve its objectives, including the development of a Plan Estratégico Institucional (PEI) for the Poder Judicial and the implementation of a Sistema Electrónico de Trámites Jurídicos (SETJ) to improve the efficiency of judicial processes. The program also conducted evaluations and assessments to monitor its progress and identify areas for improvement. The PDG also developed a Síntesis de los resultados finales del PDG 2013-2021, which summarizes the program's achievements and lessons learned. The PDG was implemented from 2013 to 2021, with a focus on improving the capacity of key institutions related to the executive branch, strengthening internal control, accountability, transparency, and anti-corruption actions, and enhancing the legal framework and public policies to improve the effectiveness of the state. The program's achievements and lessons learned are summarized in the Síntesis de los resultados finales del PDG 2013-2021. The PDG's impact was evaluated through various indicators, including the improvement of internal control and accountability in public institutions, the strengthening of the Secretaría Nacional Anticorrupción, and the development of the Poder Judicial. The program also contributed to the improvement of the legal framework and public policies to enhance the effectiveness of the state. The PDG's achievements and lessons learned are relevant to the development of future programs and initiatives aimed at improving the capacity of public institutions, strengthening internal control and accountability, and enhancing the effectiveness of the state.
