Abstract
The model proposes a system of management for the processing of cases from the issuance of the "autos para resolver" or "autos para sentencia" to the actual dictation of the resolution. The model relies on the existence of three dactilógrafos and five to six relatores per secretariat. The dactilógrafos are responsible for the preparation of the resolutions, while the relatores assist the judges in the elaboration of the projects of resolution. The model also proposes the use of electronic registers to track the progress of the cases and to facilitate the control of the management. The model was presented to the Ministry of the Supreme Court of Justice and was validated by the judges who participated in the project. The validation process involved a discussion of the conceptual and technical aspects of the model, and the judges agreed on its idoneidad, necesariedad, and razonabilidad. The implementation of the model requires the availability of the necessary human resources. The secretariats generally have more than one dactilógrafo, but the figure of the relator does not exist as a specific position. Instead, other officials are assigned to perform this function. The model proposes the creation of a specific position for the relator to facilitate the implementation of the model. The plan of implementation involves the identification of the necessary resources and the determination of the "tasa de pendencia" in each court.
