Abstract
The evaluation aimed to identify strengths and weaknesses in the process, with a focus on textbook development, procurement, storage, and distribution. The evaluation was conducted by a team led by Noorin Nazari, with technical advisors and national consultants from Checchi and Company Consulting, Inc. The team assessed the Ministry's policies and standards, curriculum development process, textbook review, planning, design, procurement, storage, and distribution. The evaluation found that the Ministry's curriculum development process was influenced by historical context, with a focus on Islamic values and Afghan culture. The current curriculum was assessed as being outdated and not aligned with international standards. The evaluation also found that textbook selection criteria were not clearly defined, and pedagogical benchmarks were not consistently applied. The evaluation identified several challenges in the textbook development and distribution process, including inadequate storage facilities, lack of clear distribution policies, and limited capacity for monitoring and evaluation. The evaluation also found that textbook shortages were common, with schools often relying on alternative sources to meet student needs. The evaluation recommended improvements in the curriculum development process, including the development of a new curriculum aligned with international standards. The evaluation also recommended improvements in textbook development, procurement, storage, and distribution, including the establishment of clear policies and procedures, and the development of capacity among Ministry staff. The evaluation highlighted the importance of effective textbook development and distribution in supporting education outcomes in Afghanistan.
