Abstract
The program was implemented by the Federation of Non-Governmental Organizations for Honduran Development (FOPRIDEH) in partnership with the United States Agency for International Development (USAID). The program's general objective was to achieve a legal framework for decentralization through the accompaniment of the Central Government, Local Governments, Civil Society Organizations, and other partners. The program's specific objectives included training local people to promote decentralization laws, strengthening local governments through the adoption and implementation of legal, fiscal, and administrative reforms, and advocating for a clear legal framework that supports decentralization. The program's methodology involved individual and group technical assistance and workshops, which were implemented by program employees, facilitators, and other institutions. Significant achievements were made in the implementation of the Laws, particularly in the recovery of back taxes through mediation. In the municipalities of MANOFM and MANSUCOPA, an estimated L. 1,601,071.45 was recovered, equivalent to 58% of the total L. 2,736,345.78 that the municipality had presented to the court for recovery. The program also focused on sustainable information systems, training municipal employees, technicians, and officials on systems such as SAFT and SIGMA. This resulted in higher than expected collection of own-source revenue and proper implementation of fiscal laws. The program also enhanced its communication efforts to increase media coverage and communicate advancements in decentralization. The results of the program were monitored through the Performance Monitoring Plan Results Table, which showed that the program was below expectations in several areas, including the comprehensive legal framework for increased municipal autonomy, the percentage of laws and reforms passed by the Government of Honduras, and the index of implementation of the Municipal Career Law. The program's results also showed that the percentage of laws and reforms passed by the Government of Honduras and drafted with the United States Government was below expectations. The program's efforts to strengthen local government autonomy through the adoption and implementation of legal, fiscal, and administrative reforms were also below expectations. However, the program's efforts to advocate for a clear legal framework that supports decentralization were considered acceptable. The program's results also showed that the number of representatives from civil society organizations who contributed to project activities was below expectations. The program's efforts to increase civil society participation in the decentralization process were also below expectations. However, the program's efforts to increase the perception of decentralization and municipal autonomy among civil society organizations were considered acceptable. The program's results also showed that the percentage of municipal resources managed by local governments as a percentage of total public resources was below expectations.
