Abstract
The district's purpose is to function as an effective, responsive, democratic, transparent, and accountable local extension of the Kabul Municipality. Key services provided by the district include sanitation, streets, drainages, parks, greenery, markets, revenue collection, permits, construction, maintenance, land regulations, financial management, budget development, capital improvement planning, administrative management, donor coordination, and direct interaction with other government agencies. The district's objectives are to provide high-quality, responsive city services that meet the needs of the district's residents. To achieve this, the district has a scope and responsibility that includes implementing the Kabul Municipality's policies and plans, generating revenues, controlling prices and measuring appliances, regulating and universalizing the metric system, distributing price lists to businesses, granting trade licenses, registering properties, controlling and supervising businesses, preparing city statistics, solving day-to-day problems of citizens, raising public awareness, implementing small projects, and prioritizing technical affairs such as engineering and construction. The district office is staffed with 30 permanent personnel and 14 contracted staff, making a total of 44 employees. The organizational structure includes a District Manager, Statistics Manager, Statistics Assistant, Engineering Manager, Pricing Manager, Pricing Assistant, Construction Contract Manager, Construction Contract Assistant, and other support staff. The district office reports to the Deputy Administration and Finance of the Kabul Municipality and coordinates activities with various departments, including administration and finance, city services, construction, and technical services. The district's responsibilities also include working closely with other departments, such as Sanitation and Greenery, to ensure effective delivery of services. The district office has a range of job descriptions, including District Manager, Statistics Manager, Engineering Manager, Pricing Manager, and other support staff.
