Abstract
The district's purpose is to function as an effective, responsive, democratic, transparent, and accountable local extension of the Kabul Municipality. The district's objectives include providing high-quality, responsive city services that include sanitation, streets, drainages, parks, greenery, markets, revenue collection, permits, construction, maintenance, land regulations, financial management, budget development, capital improvement planning, administrative management, donor coordination, and direct interaction with other government agencies in the city district jurisdiction. The district's scope and responsibilities include implementing the Kabul Municipality's policies and plans within its jurisdiction, generating revenues, controlling prices and measuring appliances, regulating and universalizing the metric system, distributing price lists to businesses, granting trade licenses to various guilds, registering formal and informal properties, controlling and supervising businesses, preparing city statistics, solving day-to-day problems of citizens, raising public awareness regarding city culture, implementing small projects, and prioritizing technical affairs, particularly in the engineering and construction sectors. The district office is staffed with 25 personnel and 12 contracted staff, making a total of 37 employees, and is organized into various departments, including property, sanitation, revenue, culture, engineering, and statistics. The district office reports to the Deputy Administration and Finance of the Kabul Municipality and coordinates its activities with various departments, including administration and finance, city services, construction, and technical. The district office also has close working relations with the Sanitation and Greenery Departments on specific issues. The organizational structure of the district office includes a district manager, statistics manager, engineering manager, pricing manager, construction contract manager, admin assistant, culture manager, revenue manager, license manager, property fee manager, market contract manager, and various other staff members.
