Abstract
The analysis of these instruments aimed to assess their scalability and efficiency, considering the financial sustainability of the programs, including available resources and established goals. The Programa Conservación y Gobernanza developed a Payment for Ecosystem Services (PES) scheme in some municipalities of the Caquetá department. The scheme's financial flows were analyzed through various scenarios, including the allocation of 1% of current income for conservation and governance purposes. The scenarios considered different levels of resource allocation, including the maintenance of incentives for 3 and 5 years. The analysis of areas of interest for conservation revealed that the Area of Importance for Strategic Planning (AIE) covers approximately 278,418 hectares, while the area of microcuenca municipalities is around 129,691.4 hectares. The overlap between the AIE and microcuenca areas is approximately 91,168.9 hectares. The remaining areas for each type of area are 38.5 million hectares for microcuenca and 539.7 million hectares for AIE. The program considered the overlap area as a medium-term goal, as it shares objectives with both AIE and microcuenca. The total area of projected properties in the PSA Departmental initiative for 2019 reached 5.8 million hectares, with 3.1 million hectares under conservation agreements. The remaining area to be achieved is approximately 2.7 million hectares. The municipalities included in the PSA Departmental initiative and those in the AIE and microcuenca areas were identified to define the budgetary restriction for the short-term scenario. For the medium-term scenarios, municipalities not included in the PSA Departmental initiative but located in the overlap areas of microcuenca and AIE were identified. The distribution of municipalities by area is shown in Table 2, which classifies municipalities according to whether they are included in the PSA Departmental initiative as short-term goals or in the overlap area as medium-term goals. The table provides detailed information on the municipalities, including the name of the polygon (microcuenca or AIE), the extension of the polygon, and the difference between the AIE and overlap areas.
