The Power Africa Data and Technical Support Services (DTS) Task Order was awarded to ECODIT on October 16th, 2019, to assume responsibility for database management and other technical tasks that were previously performed under the USAID Power Africa Transactions and Reform Program (PATRP).

Abstract
With PATRP's closure on November 22nd, 2019, the DTS program provides a critical bridge and programmatic continuity for a number of priority data reporting and management functions, as well as technical services not covered under other Power Africa mechanisms. The DTS Team conducted activities across all seven tasks, as highlighted below. Power Sector Technical Support and Advice (Task 1) involved providing technical analysis and insights germane to Power Africa 2.0 on key trends and sector innovations for field offices and missions. In year 2 of the project, DTS produced two reports. The first examined macro-level trends in installed generation capacity in Sub-Saharan Africa over the past ten years. The second profiled Power Africa's transaction advisors in terms of cost, impacts, and roles. Due Diligence on Power Africa Partners (Task 2) involved providing vital technical services to Power Africa, including vetting private sector companies to identify and assess risks of a potential partnership with Power Africa. This due diligence works to assess reputational risks associated with these firms across key criteria for Power Africa, and clearly spells out all findings in concise memos. In year 2 of the project, the DTS Team completed 18 due diligence memos for prospective Power Africa partners and 14 'refresher' memos for current Power Africa partners. PATT "Clean-Up" (Task 3) is an ongoing routine. As indicated in the last report, PATT contains 503 power generation transactions after the major clean-up process. Further clean-up occurred, which reduced the transactions to 470. Of these transactions, 93 are assigned to EAEP, 96 to SAEP, 58 to WAEP, 31 to NPSP, and the remaining 192 are assigned to DTS. During year two, DTS introduced the Monthly Spot Check Report per the TOCOR's feedback. The DTS Team provides the report to assess completeness of data sets on a monthly basis. The spot check report highlights when records were last updated, transactions that have passed FC/COD, and transactions expected to close in the following month. This report is shared with the TOCOR and the Power Africa Transactions Lead, who circulate it to CORs and other relevant Power Africa staff. Implementing Partner Training and Support (Task 3) involves providing regular and ad hoc support to Power Africa IPs, helping them to utilize PATT as a resource for performance management. During year two, the Data Team provided dozens of trainings to all Power Africa IPs, as well as Power Africa and USAID Mission staff. PATT Management (Task 4) is the responsibility of the DTS Team, which manages the Power Africa Tracking Tool (PATT). The PATT has evolved to become Power Africa's core data tracking and Customer Relationship Management (CRM) platform. The system tracks and provides comprehensive reporting on Power Africa transactions and useful partner information. The DTS Team also conducted activities under Task 5, Strategic Information Technology and Data Support, which involved providing technical services to Power Africa, including database management, data analysis, and reporting. The team worked closely with Power Africa staff to ensure the accuracy and completeness of data sets. Additionally, the DTS Team provided support to Task 6, Power Africa Transactions Advisory Support to the African Development Bank, which involved providing technical assistance to the African Development Bank on power sector transactions. The DTS Team's activities under Task 7, Energy Sector Technical Assistance Support, involved providing technical assistance to Power Africa on energy sector issues, including energy efficiency and renewable energy. The team worked closely with Power Africa staff to identify areas for technical assistance and provided support to implement energy sector projects.
