Abstract
The activity is a five-year program (2017-2022) implemented in five provinces across the DRC, including Kasai Central, Kasai Oriental, Lualaba, Haut-Katanga, Sud Kivu, and the territory of Walikale. The IGA program is designed to empower a broadly inclusive set of non-governmental actors to hold public officials accountable for better services by changing the incentives of officials at all levels of government to act in the best interests of the citizenry. The program works with government and civil society at national, provincial, and local levels to support sustainable capacity for delivery of a range of basic services, especially related to health, education, and economic growth. The IGA program is operating in a challenging environment, with a volatile political situation and unpredictable security conditions in the Kivu provinces. The program is also affected by the National Government's financial difficulties, which have the potential to make effective collaboration with partners in the health and education sectors challenging. Despite these challenges, the IGA program remains confident that there will be scope for significant project impact at the local level. The program's Year 3 Workplan (October 1, 2018 – September 30, 2019) focuses on local service delivery and strengthening civic accountability mechanisms. The program's objectives for Year 3 include: * Strengthening the capacity of select government institutions to fulfill their mandates * Targeted subnational entities collaborating with citizens for more effective development * Increasing citizen demand for accountable, transparent, and participatory services The IGA program will achieve these objectives through a range of activities, including: * Providing training and technical assistance to government officials and civil society organizations * Supporting the development of community-based initiatives to improve service delivery * Strengthening the capacity of local institutions to manage and deliver services * Promoting civic engagement and participation in decision-making processes The IGA program will also work closely with USAID partners, including the Access to Primary Health Care Project (ASSP) and the Community Health and Development Committee (CODESA), to leverage previous successes and networks under programs such as the DAI-managed USAID Programme de Bonne Gouvernance (PBG) and the Integrated Health Program (IHP). The program's monitoring and evaluation framework will track progress against the Year 3 Workplan and provide regular updates to stakeholders. The program will also conduct regular risk assessments and update the risk management plan as necessary. Overall, the IGA program is committed to creating a good governance framework and local capacity necessary for improved delivery of key services in the DRC. Despite the challenges posed by the volatile political and security environment, the program remains confident that it can achieve significant project impact at the local level.
