The Integrated Governance Activity (IGA) in the Democratic Republic of Congo (DRC) is a five-year USAID-funded initiative aimed at creating a good governance framework and local capacity for improved delivery of key services, particularly in the health, education, and economic development sectors.

Abstract
The activity is implemented in five provinces - Kasai Central, Kasai Oriental, Lualaba, Haut Katanga, and Sud Kivu - and the territory of Walikale. IGA's specific objectives are centered around the governance cycle, focusing on strengthening the capacity of select government institutions to fulfill their mandates, promoting collaboration between targeted subnational entities and citizens for more effective development, and increasing citizen demand for accountable, transparent, and participatory services. The activity empowers a broadly inclusive set of nongovernmental actors to hold public officials accountable for better services by changing the incentives of officials at all levels of government to act in the best interests of the citizenry. During the quarter, baseline assessments were conducted for provincial and sub-provincial health and education agencies in Kasai Oriental. Target Decentralized Territorial Entities (ETDs) in Sud Kivu, Haut Katanga, Lualaba, and Kasai Oriental were also subject to baseline assessments, measuring their financial and management capacities. Civil Society Organizations (CSOs) in Sud Kivu, Haut Katanga, Lualaba, and Kasai Oriental benefited from organizational assessments. In the agricultural sector, the strengthening of the Conseil Agricole Rurale de Gestion (Rural Agricultural Management Advisory Group) has proven to be a work in progress, requiring patience due to the current weaknesses of the CARGs. The activity has made excellent progress in the health and education sectors, with strengthening of capacity at ETD level in planning and participatory budgeting. Work in support of the NORC project has progressed well, despite some delays, and is expected to start in mid-July. The activity has also seen progress in the integration of cross-cutting issues and USAID Forward priorities, including gender equality and women's empowerment, youth engagement, local capacity development, integration and collaboration, sustainability, and environmental compliance. The activity has a strong focus on stakeholder participation and involvement, with a range of stakeholders engaged in the implementation process. The activity also has a robust monitoring, evaluation, and learning framework in place, with regular reporting and assessment of progress against objectives. The activity is implemented by DAI Global LLC, with subcontractors Geopoll, Integrity, and IMA, and major counterpart organizations including CENADEP and other organizations to be determined. The activity has a geographic coverage of five provinces and the territory of Walikale, with a reporting period of April 1 - June 30, 2018. The activity is expected to continue until January 8, 2022, with a total contract value of AID-660-C-17-00001.
