Abstract
The project's main purpose is to transfer its model to the Unit for Comprehensive Care and Reparation for Victims (UARIV) and implement it in 10 new territories of the country. The project's Community-Based Rehabilitation Component involves training the project team in differentiated care routes for PwD by the Ministry of Health and Social Protection (MSPS) and the UARIV. Progress has been made in establishing a Technical Committee involving the MSPS, International Organizations for Migration (IOM), and Arcángeles for the implementation of rehabilitation services centers with a family and community focus. A work schedule has been established for the socialization of this model with mayors, municipal health secretariats, and managers of the ESES. The Psychosocial Accompaniment Component involves training the professional team in the normative framework for assistance and reparation to victims of the armed conflict, PAPSIVI, disability, and rights from the Arcángeles model, and community-based rehabilitation. The databases submitted by the National Registry of Information were reviewed to perform a first filter considering age range and location in the municipality. The psychosocial team consolidated the information of the results and processes carried out in the previous phase of the project with regards to the route of psychosocial accompaniment, in articulation with the sports component. Advances have been made in Labor Inclusion, with the component being resumed during the last week of September. Progress is being made in administrative matters regarding the approval of the component's work plan. The Ministry of Labor is considered a fundamental partner for the effective socialization and implementation of the 2017 decree 2011 in public entities allied to the project at the territorial level. The inter-institutional coordination component has made progress in the construction of the mapping of entities at the national and local levels through which the project could be articulated. A Technical Committee was set up with the MSPS, IOM, and Arcángeles to draw up guidelines for community and family rehabilitation services centers. An approach was made with Gestar Salud, which is the main network of insurers under the country's subsidized system. A new graphic line was proposed for the project's webpage and social media, which is expected to renew the communicational image of the project. The scope and presence of the brand in the territories are expected to improve, although it has not yet been possible to use it in the participating municipalities. Access to the new resources in the toolbox has been improved, and good interaction is maintained in social networks and dissemination on the web page. The project has established a new plan for monitoring and tracking, which adjusts some of its indicators to the new components considered in the new phase of the project. However, the plan has not been approved by USAID, and it is expected to adjust the respective indicators of monitoring. The project has set targets for the new phase 2018-2020, which include increasing the number of people with disabilities and victims of the armed conflict who have access to rehabilitation services, improving the quality of life of people with disabilities, and increasing the number of people with disabilities who are employed.
