Abstract
In the municipality of Puerto Wilches, the first Community-Based Rehabilitation Center with a family and community focus was delivered, meeting the commitments made between the ESE, the municipality, and Arcángeles regarding infrastructure, personnel training, and equipment investment. The strategy of Community-Based Rehabilitation (RBC) was accompanied by the first two workshops on healthy lifestyle habits and the design of support devices for participants and their caregivers in all project municipalities. Additionally, the number of participants in the RBC strategy increased to 244, with 69% being conflict victims and 36% being women. The modalities of sports and psychosocial activities were defined according to the type of disability, including volleyball, Goalball, basketball, microfootball, athletics, and fitness activities for older individuals. The sports and psychosocial accompaniment component advanced with the initiation of the Diploma in Sports and Peace, with 250 participants enrolled. This group has undergone socio-economic characterization, and some have received home visits and empowerment workshops on disability and social inclusion through sports, led by the project's psychosocial team. The organizational strengthening component has worked closely with the Territorial Disability Committees in the municipalities to develop and approve their work plans based on the social cartography diagnosis, with 14 committees presenting challenges in articulating work with the Caquetá department. The project's intervention has been socialized with the next level of the disability system through the departmental secretaries of government in Antioquia, Magdalena, Santander, and Caquetá. The project has also strengthened civil organizations, identifying one organization per territory, totaling 7 organizations, including one for women, five for people with disabilities, and one for victims, to promote participation and empowerment of this population in decision-making spheres and support networks, facilitating the appropriation of project components and its sustainability. In the support component, three labor linkages were reported in Riohacha, and an agreement was established with the Santa Marta Mayor's Office for the orientation and productive planning of 12 participants who received a seed capital for productive units. The project also advanced in negotiating with the Public Employment Offer for the advice of territorial entities in the implementation of Decree 2011/17 and the design of an instrument to verify compliance by this national organization. The sustainability strategy focuses on articulation with national entities that can become policies or guidelines depending on their scope. A work plan was consolidated with the Unit for Integral Attention and Reparation for Victims (UARIV), following the memorandum of understanding for an additional year; the Ministry of Health and Social Protection (MSPS), with a follow-up committee on April 9, 2019, reporting progress in the territory; Coldeportes, aligning strategies with different areas: control and accountability, planning and management, promotion and development. The project also established a link with the Social Enterprise of the State Hospital Francisco Valderrama, to coordinate the strengthening of primary-level rehabilitation attention in local health entities through the community rehabilitation strategy. The project's indicators for the period of April 1st to June 30th, 2019, show the following progress: - Number of vulnerable people benefiting from USG-supported social services: 351 (target 500, 70% accomplishment) - Number of USG-assisted organizations and/or service delivery systems strengthened who serve vulnerable populations: 17 (target 29, 58% accomplishment) - Percentage of participants that improve their quality of life: 0% (target 0%, 0% accomplishment) - Number of service providers trained who serve vulnerable persons: 919 (target 600, 226% accomplishment) - Number of companies engaged with the project: 0 (target 12, 0% accomplishment) - Number of persons gaining employment: 0 (target 0, 0% accomplishment) The project has also made significant progress in apalancamiento, with a 148% increase in the number of sillas de ruedas (wheelchairs) provided to participants, thanks to a donation from the Order of Malta. This alliance is developed within the framework of the Convention on the Rights of Persons with Disabilities, specifically Article 20 on the right to personal mobility and others, including rehabilitation, independence, education, health, employment, and participation.
