Abstract
The project focuses on three main components: community-based rehabilitation, sports and psychosocial accompaniment, and livelihoods. The project targets 14 municipalities in the departments of Antioquia, Magdalena, and Santander. In the current quarter, the project maintained its activities as proposed in the work plan, with a focus on organizational strengthening and meetings with civil society. The project used these meetings to socialize Decree 2011 of 2017 and incorporate it into proposals to increase the incomes of families of people with disabilities in the development plans. The project also developed a barrier and facilitators diagnosis in labor inclusion, linking processes of participants and local institutions. Regarding the first objective, the rehabilitation services of Cienaga and Puerto Wilches received a technical visit from Kristen Lentz, who made recommendations and suggestions to the SECOR model of the Ministry of Health. The ESE San Rafael Hospital in San Vicente del Caguán received the provision of physiotherapy equipment and 20 professionals received training in the SECOR model and CIF update. In this quarter, the Ministry of Health informed that it is possible to proceed with the SECOR model in Lebrija and Necoclí Hospitals, and diagnostic visits and socialization of the strategy will be carried out in the next quarter. Within the CBR strategy, the "Promotion and Prevention" workshops were carried out in the municipalities of Ciénaga, Santa Marta, Puerto Wilches, San Vicente del Caguán, Apartadó, Turbo, and Dabeiba for a total of 82 trained people. The sports-psychosocial strategy linked a total of 362 participants, of whom 70% are victims of the conflict and 34% are women. However, due to non-attendance and non-compliance with commitments, some sports processes had to be closed. The project explored a new group in Puerto Rico to contribute to the fulfillment of this goal of participants in Caquetá. Of the 362 participants, a total of 274 are reported active in the process. Within the livelihood component, together with the public employment agencies of Antioquia and Santander, the occupational profiling of 22 project participants was carried out in Lebrija, Puerto Wilches, and Apartadó. Four companies were advised in Riohacha, Santa Marta, and Cartagena, and the route of labor inclusion of the project was transferred to three organizations of PwD to support local management of companies interested in linking people with disabilities in Magdalena. The project also signed an agreement with the Universidad del Rosario for the training of human talent for SECOR professionals and defined the situation of the ESE of Turbo and Lebrija with the Ministry of Health in the strategy of SECOR. Negotiations were initiated with the Administrative Department for Social Prosperity-DPS and the High Council for the participation of people with disabilities to transfer the component of labor inclusion and organizational strengthening respectively. The project has made significant progress in achieving its targets. The number of vulnerable people benefiting from USG-supported social services increased by 131%, and the number of USG-assisted organizations and/or service delivery systems strengthened who serve vulnerable populations increased by 53%. The percentage of improvement in the quality of life of participants increased by 20%, and the number of service providers trained who serve vulnerable persons increased by 333%. The number of organizations engaged with the project increased by 100%, and the number of people gaining a formal employment increased by 350%. The users of community center rehabilitation services increased by 1190%.
