Abstract
The event was organized by the Climate Economic Analysis for Development, Investment, and Resilience (CEADIR) activity, which is supported by the United States Agency for International Development (USAID). The workshop aimed to facilitate peer-to-peer learning and knowledge sharing among public and private sector stakeholders to accelerate clean energy investment in the region. Country leadership plays a crucial role in enabling private sector clean energy investment. Governments can create an enabling environment by providing policy and regulatory support, investing in infrastructure, and promoting public-private partnerships. The workshop highlighted the importance of country-specific actions to address barriers to increasing private sector investment in clean energy. For example, Indonesia has established a feed-in tariff (FIT) program to support renewable energy development, while the Philippines has implemented a renewable portfolio standard (RPS) to increase the share of renewable energy in the energy mix. The workshop also emphasized the need for collaboration between public and private sector stakeholders to accelerate clean energy investment. Private sector leaders recommended priority collaborations, including the development of a clean energy investment accelerator and the establishment of a renewable energy buyers alliance. The workshop also identified tools and resources that can be used to increase clean energy investment, such as the Clean Energy Solutions Center and the Private Finance Advisory Network-Asia. The workshop resulted in several key recommendations, including the development of country-specific action plans to address barriers to increasing private sector investment in clean energy. The recommendations also emphasized the need for continued collaboration between public and private sector stakeholders to accelerate clean energy investment in the region. The workshop was attended by representatives from government agencies, private sector companies, and international organizations, including the World Resources Institute and the National Renewable Energy Laboratory. The workshop highlighted the importance of clean energy in the climate change commitments of India, Indonesia, the Philippines, and Vietnam. These countries have set ambitious targets to increase their share of renewable energy in the energy mix and reduce their greenhouse gas emissions. The workshop provided a platform for these countries to share their experiences and best practices in promoting clean energy investment and development. The workshop was a collaborative effort between the CEADIR activity, the Regional Environment Office at USAID Asia, and other stakeholders. The report on the workshop was prepared by Crown Agents USA Ltd. and Abt Associates Inc. with contributions from Allotrope Partners, the National Renewable Energy Laboratory, and the World Resources Institute. The report provides a comprehensive overview of the workshop and its outcomes, including the key recommendations and country-specific action plans.
