Abstract
The study aimed to assess the potential environmental and social impacts of the proposed Dili Waterfront Redevelopment. The project's objective is to develop a clear statement of the purpose and need for the proposed redevelopment. The study also aimed to support an assessment of possible alternatives to the proposed redevelopment project. The proposed action involves the redevelopment of the Dili waterfront, which will involve the construction of new facilities and infrastructure. The proposed action aims to improve the economic and social conditions of the local community. The proposed action is expected to have both positive and negative impacts on the environment and the local community. The existing environment in the project area is characterized by a tropical climate with high temperatures and humidity. The area is also prone to natural disasters such as floods and landslides. The existing water and sediment quality in the area is generally poor, with high levels of pollutants and sedimentation. The soil sampling results indicate that the soil quality is also poor, with high levels of heavy metals and other pollutants. The biodiversity in the area is relatively low, with limited species of plants and animals. The area is also home to several religious and cultural heritage sites, including the historic town of Dili. The indigenous people of the area are the Timorese people, who have a rich cultural heritage and language. The land requirements for the project are estimated to be around 10 hectares, which will require the acquisition of land from local residents. The anticipated environmental concerns include the potential for water pollution, soil contamination, and loss of biodiversity. The results of the initial environmental site assessment indicate that the proposed action may have short-term impacts on the environment, including noise pollution and traffic congestion. The socio-economic impacts of the project are expected to be significant, with potential impacts on the local economy, employment, and housing. The study identified several stakeholder groups, including local residents, fishermen, and local businesses. The study also identified the need for a stakeholder engagement plan to ensure that the needs and concerns of the local community are taken into account. The planning and decision-making protocol for the project includes the development of an environmental management plan and a stakeholder engagement plan. The preliminary environmental and social impact scoping study is a critical step in the development of the Dili Waterfront Redevelopment project. The study provides a clear understanding of the potential environmental and social impacts of the project and identifies the need for further assessment and mitigation measures. The study identified several key findings, including the need for a comprehensive environmental impact assessment and a stakeholder engagement plan. The study also identified the need for the development of a land acquisition plan and a resettlement action plan. The study also identified the need for the development of a stakeholder engagement plan and a communications strategy for stakeholder engagement. The study recommended the development of a comprehensive environmental impact assessment and a stakeholder engagement plan. The study also recommended the development of a land acquisition plan and a resettlement action plan. The study also recommended the development of a stakeholder engagement plan and a communications strategy for stakeholder engagement. The study concluded that the proposed Dili Waterfront Redevelopment project has the potential to bring significant economic and social benefits to the local community. However, the project also poses significant environmental and social risks that must be mitigated. The study recommended that the project proponent and the government of Timor-Leste work together to develop a comprehensive environmental impact assessment and a stakeholder engagement plan to ensure that the needs and concerns of the local community are taken into account.
