Abstract
The program is implemented by DAI Global LLC under contract AID-OAA-I-14-00014, Task Order No. AID-522-TO-16-00006. The Environmental Mitigation and Monitoring Plan (EMMP) is a critical component of the program, designed to ensure compliance with environmental regulations and guidelines. The EMMP sets out to meet the requirements of the Initial Environmental Examination / Threshold Decision (IEE and Threshold Decision) and conditions, as well as actions to comply with the activity contract, Regulation 216, and USAID environmental guidance. The EMMP is built on best practices from USAID LAC Environmental Guidelines, DAI experience, and other sources. It incorporates the results of interviews with USAID and activity staff regarding conditions and risks in the area. The plan aims to ensure that appropriate environmental guidelines are followed, mitigation measures for each activity are funded and implemented, and adequate monitoring is conducted to ensure effective implementation of all mitigation measures. The Gobernanza en Ecosistemas, Medios de Vida y Agua activity will operate in the area of influence, which includes the Celaque National Park, among other protected areas. The activity will focus on promoting environmental governance, sustainable management of ecosystems, water, and life, and will engage with various stakeholders, including local communities, NGOs, and government agencies. The EMMP outlines the approach to environmental compliance, which includes initial environmental screening, environmental mitigation and monitoring plan, preparing the EMMP, environmental monitoring and evaluation tracking, and potential additional environmental reviews. The plan also describes the EMS procedures, including EMS reporting, grants or direct assistance agreements, mitigation measures and best management practices, and EMS staffing. The activity will be implemented over a period of time, with a focus on achieving positive environmental results. DAI will build appropriate environmental content into all activities, and the EMMP will be reviewed and updated as necessary to ensure compliance with environmental regulations and guidelines.
