Abstract
The project has four main objectives: expanded volume of quality RMNCH services delivered by private sector providers, increased availability of affordable health products through private channels, strengthened public-private engagement to promote RMNCH outcomes, and identification of innovative, successful private sector models. The project is implemented by Abt Associates, with a focus on four departments in Benin: Atlantique, Littoral, Oueme, and Borgou. The project period is from FY2018 to FY2023. The project is funded by USAID's Private Sector Health Partnership Activity, with a budget of $9.8 million. The project's activities include technical assistance and training in support of private and public health sector service delivery and access to health services, social marketing, education, and social behavior change communication, support for laboratory testing and implementation of quality control measures for anti-malaria medications, procurement, storage, management, distribution, and disposal of public health commodities, indoor residual spraying, and water supply and sanitation infrastructure. The project's environmental mitigation and monitoring plan (EMMP) identifies potential environmental impacts of the project's activities, including waste management and disposal. The plan outlines specific mitigation measures to mitigate these impacts, including training for professional health workers and community health workers on proper waste management practices. The project will conduct annual monitoring of the mitigation measures, with the M&E Specialist responsible for monitoring and reporting on the status of the mitigation measures. The project will also conduct a final environmental mitigation and monitoring report (EMMR) at the end of the project period. The project's EMMP is based on the Benin Health Program IEE, dated July 6, 2015, which includes a negative determination with conditions regarding waste management and disposal. The project's EMMP outlines specific mitigation measures to mitigate the potential environmental impacts of the project's activities, including training for professional health workers and community health workers on proper waste management practices. The project's EMMP is prepared by Amour Balogoun, USAID Private Sector Health Partnership Activity M&E Specialist, and reviewed and approved by the Contracting Officer's Representative (COR) and the Regional Environmental Adviser (REA). The EMMP is dated September 24, 2018. The project's EMMP is a critical component of the project's environmental management plan, and it outlines specific mitigation measures to mitigate the potential environmental impacts of the project's activities.
