Abstract
The project is implemented under the LAESM project, which is funded by USAID. The central storage facility and constructed annexes will be maintained and served by the Myrhorod Utility Company "Spetscomuntrans". The reconstruction of the central storage facility and construction of the two annexes will take place on land owned by the Myrhorod city and leased by the Myrhorod Utility Company "Spetscomuntrans". The total area of the land is over 1.05 hectares. The existing storage facility will be reconstructed to increase its capacity to 2,000 tons, which is the annual consumption of straw by the bio-boiler. The annexes will be constructed with a common roof and will have a maximum height of straw bales of 5.5 meters. The main stages of the activity include the reconstruction of the existing storage building, leveling of the territory, and construction of the two annexes. The reconstruction of the existing storage building will involve reinforcing the existing walls and ceiling with steel structures and steel bridges, replacing the old front bricks with new ones, covering the floor with a monolith concrete layer, and installing a metal roof. The leveling of the territory will involve cutting down seven old trees and five bushes, and planting new local native varieties of deep-rooted grasses and bushes. The construction of the two annexes will involve the use of frame technology with light metal frames, reinforced concrete bearing columns, metal, and building structures. The internal walls will be built of bricks in accordance with fire safety norms. The annexes will have a solid-cast floor and a metal ceiling, and will not have electric lighting to minimize the risk of fire due to electricity network malfunctions. The project will benefit 1,091 persons, including 700 people in eight residential buildings, 294 at school #3, and 97 at the kindergarten #5 located next to the boiler house. The total number of employees of the Myrhorod Utility Company "Spetscomuntrans" is 43, and the annual revenue of the company is UAH 2,116,100 (approximately $124,476). The estimated timeframe of the activity is from April to October 2015. The cost of the reconstruction works will be co-shared between USAID, Myrhorod City Council, and "Spetscomuntrans" Utility Company. The cost of the leveling works will be co-shared between Myrhorod City Council and "Spetscomuntrans" Utility Company. The project will be implemented in accordance with the findings of the technical condition analysis and the geological condition analysis. The project aims to ensure an uninterrupted supply of biofuel (straw) for the boiler house located in Myrhorod, Poltava Oblast. The project will also help to minimize the impact on land and groundwater by developing a storm water management plan. The project will be implemented in accordance with the State Building Norms DBN B 2.6-163:2010 "Steel Structures. Rules for design, production and installation" and will be covered with fire-proof coating.
