Abstract
The program's objective is to regulate emissions of greenhouse gases (GEI) of anthropogenic origin, as well as actions for mitigation and adaptation to climate change. The program aims to define the concurrence between the three orders of government: the Federation, entities, and municipalities. The program's regulatory framework is based on the Ley General de Cambio Climático (LGCC), which was approved on November 6, 2012. The LGCC establishes the general framework for climate change mitigation and adaptation, as well as the concurrence between the three orders of government. The program's regulatory framework also includes the Ley General de Sustentabilidad y Cambio Climático (LGSCC), which was approved on June 8, 2011. The program's regulatory framework requires the establishment of several instruments, including the Programa de Ordenamiento Ecológico General del Territorio, the Programa para la Protección y Manejo de la Biodiversidad ante el CC, and the Fondo para el Cambio Climático. These instruments must be established before November 30, 2012, and require prior harmonization with other federal regulations. The program's regulatory framework also requires the establishment of the Estatuto Orgánico del Instituto Nacional de Ecología y Cambio Climático (INECC) and the Comité Técnico del Fondo para el Cambio Climático.
