Abstract
The program focuses on the development of integrated transportation systems that reduce greenhouse gas emissions. In the state of Aguascalientes, the MLED program has identified opportunities for low-emission development oriented towards transportation. The Zona Metropolitana de Aguascalientes (ZMA) was selected as a case study due to its growing territorial extension, high demographic intensity, and planned integrated transportation system. To define the critical route for this project, two visits were conducted to the city, where workshops were organized with government agencies and civil society organizations. The first workshop aimed to establish a first approach with actors involved in urban development and transportation, as well as to obtain and generate information on the perspectives of low-emission development in the city. The participants in the first workshop agreed that densification and mixed-use development around the integrated transportation system (SIT) was a complementary project. The second workshop involved an Analysis Multi-Criterio (AMC), which aimed to prioritize strategies and measures for mitigating emissions in the transportation and urban development sectors of the ZMA. The AMC is a decision-making tool that evaluates the costs and benefits of proposed measures for the ZMA, considering environmental, strategic, technical, social, economic, and health impacts. Based on the paradigms of mobility, "avoid, improve, and change" (EMC), the following methodology was conducted: 1. Review of plans, programs, and strategies for urban development, transportation, mobility, and climate change. 2. Listing of strategies and measures for transportation, mobility, and urban development in the ZMA. 3. Selection of preliminary measures and strategies consistent with different plans and programs. 4. Selection of the most relevant measures and strategies in the ECM framework. 5. Identification of evaluation criteria. For the case of the ZMA, the following measures were selected in relation to the "avoid" paradigm: 1. Densification and mixed-use development. 2. Parking meters. 3. Pedestrianization. These measures were evaluated using a multi-criteria analysis, considering environmental, social, technical, and economic criteria. The results of this analysis are presented in the following tables and illustrations. The document aims to provide the government of the state of Aguascalientes and the municipal governments of the ZMA with the necessary tools to promote low-emission development oriented towards transportation as a policy for mitigating greenhouse gas emissions. This document retakes the Implementation Guide for Low-Emission Development Policies and Projects (ITDP-SEDATU-USAID, 2015), which defines the steps to follow to achieve the realization of a project focused on low-emission development.
