Abstract
from August 29, 2018 to March 31, 2023. The project aimed to improve the economic conditions and social cohesion of internally displaced persons (IDPs) and host communities in Lanao del Norte and Lanao del Sur provinces. The project's geographic coverage included Iligan City, Marawi City, and 27 municipalities in the two provinces. The project's theory of change and results framework focused on expanding business recovery opportunities, employment opportunities, and livelihood opportunities for IDPs and host communities. The project implemented three key interventions: business recovery and enterprise development, social cohesion grants and trainings, and COVID-19 response initiatives. The project also prioritized gender, youth development, and environmental compliance. The project's performance was measured against intermediate results and outcomes. The project achieved significant progress in expanding business recovery opportunities, with 1,200 IDPs and host community members benefiting from business recovery grants and training. The project also supported the establishment of 15 cooperatives and 10 business associations, which provided employment opportunities for 500 individuals. In addition, the project implemented social cohesion grants and trainings, which reached 2,500 individuals and strengthened social cohesion among IDPs and host communities. The project's COVID-19 response initiatives included commodity assistance, livelihood support adaptation, and risk communications. The project distributed food packs and personal protective equipment to 5,000 households and provided livelihood support to 1,500 individuals. The project also conducted risk communications and awareness-raising activities, which reached 10,000 individuals. The project's impact was significant, with IDPs and host communities experiencing improved economic conditions and social cohesion. The project's results framework showed that IDPs with new or restarted businesses increased by 50%, and training completers gainfully employed or with new employment increased by 60%. The project also reported a 30% increase in social cohesion among IDPs and host communities. The project's partnership development and coordination efforts were also notable, with the project working closely with local government units, civil society organizations, and private sector partners. The project's sustainability plan included a transition plan for project activities and a plan for project closure. The project's monitoring, evaluation, research, and learning (MERL) plan included regular monitoring and evaluation of project activities and outcomes. The project also conducted research and learning activities to identify best practices and lessons learned. The project's information, education, and communications (IEC) plan included a comprehensive communication strategy to raise awareness about project activities and outcomes. The project's best practices and lessons learned included the importance of community engagement and participation, the need for flexible and adaptive programming, and the importance of building partnerships with local government units and civil society organizations. The project's closeout plan included a plan for project closure, including the transfer of project assets and the completion of project activities.
